Position Summary : The Adoption & Foster Care Programs’ Fiscal Manager reports to the Fiscal Director and Deputy Director of Budget and Operations.

The position provides support to all Fiscal Operations within the Child Welfare & Family Services (CWFS) division. The manager’s main task is to oversee fiscal staff and ensure program funds for CWFS are accurately processed.

The fiscal Manager will also network and contract with vendors, and collaborate with others to ensure the processing of payments to vendors.

This position requires an individual who has strong analytical skills, and supervisory experience, is conscientious, well organized, detail-oriented, and is a team player.

Essential Duties :

  • Understand and promote the organization’s Mission, Vision, and Core Values to ensure alignment with organizational policies and procedures.
  • Supervise the CWFS Fiscal payment processing team.
  • Serve as foster care programs point person for all accounts payable activities and ensure reconciliation of all billing, including problem-solving issues as needed.
  • Track, monitor, and reconcile payments related to the billing of NYC ACS and internal program budgets.
  • Network with contractors and vendors, and collaborate with others to ensure invoicing and payments are made in a timely manner.
  • Oversee Special Payment billings with ACS, manage agency car usage and billing, and manage the Youth in Care school transportation setup and billing.
  • Liaise with ACS to troubleshoot issues regarding billing and invoicing.
  • Make recommendations on policies and procedures to improve the overall functions of the unit.
  • Perform other duties as assigned.

Minimum Qualifications :

  • Bachelor's degree in Finance or related field.
  • 3 to 5 years of experience in billing and finance in the non-profit sector.

Key Competencies :

  • Knowledge of Foster Care and ACS payment regulations preferred.
  • Familiarity with ACS SSPT electronic billing system a plus.
  • Excellent organizational skills, and is consistent with meeting deadlines.
  • Ability to manage after-hour emergencies, as needed.
  • Detail-oriented, with a high degree of accuracy.
  • Proficient with Microsoft Office programs (i.e. Excel, Word, and Outlook).
  • Exceptional customer service skills.
