People Operations Manager
As a People Operations Manager, you'll play a critical leadership role across our People & Culture function. This position will serve as a strategic business partner to a business unit(s), enabling teams to thrive while driving forward our people-first culture and ensuring compliance with federal contracting regulations. You'll have the ability to leverage AI to shape employee experiences, drive talent initiatives, and strengthen organizational culture. The ideal candidate brings a strong background in employee relations, people operations, compensation, and learning and professional development, along with experience influencing senior stakeholders and scaling people operations for a complex workforce.

What You'll Do :
- Act as a strategic advisor and business partner to assigned business unit(s), including operations, delivery, and technical teams.
- Provide consultative support to leaders on workforce planning, performance management, organizational design, and engagement.
- Ability to leverage AI to shape employee experiences, drive talent initiatives, and strengthen organizational culture.
- Translate business needs into solutions that align with both team goals and MetroStar's people strategy.
- Foster a culture of accountability, inclusion, and high performance across supported units.
Employee Relations & Compliance
Lead and resolve sensitive employee relations matters with objectivity, empathy, and alignment to policy and legal standards.Conduct investigations, draft documentation, and guide managers through corrective actions, terminations, and appeals.Ensure full compliance with employment laws, MetroStar policy, and government contracting-specific requirements (e.g., FLSA, FMLA, EEO).Identify trends and proactively address workplace culture or morale issues through training, process refinement, or coaching.Compensation
Partner with stakeholders to manage compensation strategies that align with organization's pay philosophy.Conduct benchmarking and pay reviews; ensure pay practices remain competitive and compliant.Support pricing and labor category alignment during proposal development and contract transitions.Learning & Professional Development
Partner with stakeholders to create development plans for key roles and career phasesMonitor participation and assess the impact of training and certification programsPeople Operations & Analytics
Oversee core HR processes including onboarding, offboarding, HRIS data integrity, and employee documentation management.Help prepare for internal and external audits, DCAA reviews, and other compliance inspections.Partner cross-functionally with Talent Acquisition, IT, Security, and Finance to deliver seamless employee experiencesWhat You'll Need To Succeed :
Bachelor's degree in Human Resources, Business, or related field (Master's or SPHR / SHRM-SCP a strong plus).7+ years of progressive People & Culture experience, including 4+ years in an employee relations leadership role and 3+ years supporting federal contracts.Direct experience supporting business units as a Business Partner.Possesses knowledge of AI tools and the ability to leverage them to shape employee experiences, drive talent initiatives, and strengthen organizational culture.Strong knowledge of employment lawsProven compensation experience, especially within the constraints of government contracting (e.g., exempt / non-exempt labor).Familiarity with EEO and labor classification requirements.Demonstrated success in building or supporting professional development and training frameworks.Exceptional interpersonal, written, and verbal communication skills.High emotional intelligence, strong ethical judgment, and a track record of discretion.Ability to travel 10% if neededActive or ability to obtain secret or above security clearanceSALARY RANGE : $92,000 - $135,000 The salary range for this position is determined based on qualifications, skills, and relevant experience.
