Budget Director Position
There is one Budget Director position open with the Yakima County Financial Services Department. The Budget Director is responsible for the development of the County's annual budget and associated fiscal policies, processes and procedures. The incumbent will provide advice to the BOCC and other county officials and department heads on financial issues affecting county operations as an employer. The Budget Director is a select member of the following committees / teams within the County, chosen to provide sound budget policy and management advice for the effective operations of the overall County. Committees / teams are as follows : Information Technology Committee (ITC); Financial Accounting and Reporting Team; Workday Executive Team; Audit Committee.

Essential Duties :
Overall responsibility for the development of the County's annual budget and associated policies, processes, and procedures. Recommends the development of budget policies and procedures, with respect to both the annual budget development and mid-year supplements and transfers. Develops or guides the development of the budget preparation systems process. This includes the budget database, forms and procedures and the format and publication of the budget document. Develops and manages all internal and external budget review mechanisms, including internal and external analysis, public involvement and all formal and informal hearing processes. Works closely with the Auditor's Office, facilitates the development and operation of budget tracking and monitoring systems, financial and operational reporting and other programs to ensure the effectiveness of the County's financial management policies and systems. Works closely with the Public Services department, developing and facilitating updates and revisions to the County's six year Capital Improvement Program (CIP) and budgeting projects accordingly.
Staff responsibility for strategic and near-term planning, playing a central role in the County's determination of its mission, functions and service levels. Works closely with elected officials and department heads to assess internal and external trends and issues, revenue sources, expenditure requirements, service demands and other relevant matters and facilitates development of long-term strategies. Develops, coordinates and facilitates long range policy, financial and operational planning. Monitors fiscal operations of departments County-wide. Responsible for direct supervision of administrative and financial staff including the Clerk of the Board and Purchasing Manager.
Provides general assistance and advice to the Board of County Commissioners, department directors, managers and the public. Determines how to communicate financial information to non-financial uses; determines format and content of information provided through reports; and determines and recommends resolution to problems. Represents the County, Commissioners, and / or other departments before other agencies, boards and organizations; Prepares and negotiates intergovernmental agreements; Other duties as required.
Education & Experience :
Bachelor's Degree in Accounting / Finance or Public Policy / Management or a related field and six (6) years of work experience in a professional accounting / financial leadership role for an organization or a department within an organization or the equivalent education and experience to perform the essential duties of the job.
