The Florida Department of Environmental Protection protects, conserves and manages the state's natural resources and enforces its environmental laws. Each position works together as a whole to advance Florida's position as a world leader in protecting natural resources while growing the state's economy.

This is a highly professional intermediate level supervisory and managerial position in the South District's Permitting Program. Manages a team of intermediate-level technical staff who review, and process low to mid complexity permit applications in the 404 / Submerged Lands and Environmental Resource Coordination (SLERC) program, and others. In carrying out the duties of this position, the incumbent is expected at all times to be aware of and abide by the Department's Standards of Conduct, as well as any and all departmental and / or work unit rules, directives, policies, procedures, and / or general orders applicable to performing the duties of this position.

Spends majority of their time communicating with, motivating, training, and evaluating employees, and planning and directing employees' work, and who have the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. Reviews time sheets and leave requests. Documents recommendations for special pay increases, reclassifications, and disciplinary actions, when appropriate. Efficiently carries out employee selection actions when vacancies are to be filled. Conducts performance appraisals for employees at least annually. Identifies inferior performers and initiates improvement plans. Identifies stellar employees and provides opportunities for increased visibility and professional development training.

Oversees the timely issuance of permits, minimizing the number of requests for additional information and subsequently time to process permits, and ensuring that permits are drafted as soon as possible after the application is determined to be complete and reasonable assurance of compliance with applicable rules has been provided. Ensures that permits are accurate and coordinates as needed with the Compliance Assurance Program (CAP) staff to ensure that the permit for facilities addresses necessary corrective actions, where appropriate. Reviews and recommends final issuance / denial of permit applications using sound environmental and engineering practices in accordance with Florida Statutes and Administrative Codes. Ensures that project clearance and approval to place facilities into operation is completed in a timely manner.

Review all reports and correspondence prepared by staff with respect to quality and accuracy of scientific data provided for public records, including agency actions and action items. Modifies and critiques documents as necessary. Oversee and assist staff personnel in complex site investigations and resolutions. Works with the appropriate Division staff to implement and streamline programmatic processes as a means of continuous process improvement. Builds and motivates the Permitting team by engaging staff in cross training and process improvement activities.

Engages staff in compliance assistance outreach events for consulting engineers and utility staff to facilitate the receipt of complete permit applications. Encourages pre-application meetings to assist with timely permit processing.

Is a member of the leadership for 404 / SLERC Permitting team. Demonstrates a positive and supportive attitude for upper management, is a team player and leads by example.

Provides technical, scientific and professional guidance for the 404 / SLERC Permitting program. Oversee the distribution of work within the program to ensure incoming workload is distributed fairly. Responsible for compiling analysis and evaluating complex scientific data regarding the environmental and engineering aspects of proposed projects. Monitors work performance of direct reports, including periodic written evaluations and discussions; counseling to develop skills and correct deficiencies; recognizing employee accomplishments; and recommending timely disciplinary actions as needed.

The incumbent of this position has been identified as emergency Mission Essential Personnel in accordance with Rule 60L-34.0071(3)(e)1. a., F.A.C., and, in that capacity, may be required, on short notice, to perform duties and travel in support of emergency efforts. All leave approved is subject to recall in the occurrence of a major event. Leave should be coordinated with backup / cross-trained staff and approved by management to ensure that DEP essential functions can be performed, if required. This position may be placed on-call to remain available to perform essential duties.

Performs other related duties as required or directed.

Working hours : Variable hours, minimum 40 per week. This position is not eligible for teleworking. The position requires occasional evening meetings, out of town travel.

Required Knowledge, Skills, and Abilities : Communication : Ability to communicate effectively in writing and verbally in small group and large group settings. Technical Expertise : Ability to understand and apply applicable rules, regulations, policies and procedures relating to submerged lands and environmental resource coordination programs. Skilled in problem solving, managing conflict and negotiating mutually acceptable outcomes. Skilled in dealing with the public in a tactful and courteous manner. Team Building : Skilled in mentoring and training subordinates in the proper performance of their duties and responsibilities. Skills in team building and responding to and correcting subordinate disciplinary issues in a timely and effective manner. Ability to effectively manage subordinates. Ability to work independently and within a team in support of management objectives. Support Organizational Efficiency : Ability to plan, organize and coordinate work assignments for staff. Ability to prepare and implement a training plan for subordinates. Skilled in managing and critically evaluating data and preparing program metrics reports to assess and meet required Levels of Service.

Minimum Qualifications : At least 4 years of verifiable related experience in regulatory inspection / compliance / permitting or other professional related experience. Post-secondary degrees from an accredited college or university with a major in a natural or physical science may be used as an alternative for the required years of experience on a year-for-year basis, for a total of four years. A credential evaluation report from an approved agency must be submitted along with all foreign degrees. Valid Driver License. Travel is required, including overnight. Obtain Department certification as a Certified Wetland Evaluator (CWE) within 6 months of hire.

Position of Special Trust Requirement : This position is designated as a Position of Special Trust in accordance with DEP Directive 422 Positions of Special Trust or Responsibility. Successful completion of background screening will be required for this position.

Preferred Qualifications : Minimum of four years of verifiable professional related experience. Knowledge of Chapters 403, 373, 253, 258, Florida Statutes (F.S.), and Rules 18-14, 18-20 and 18-21, and 62-330, and other applicable Florida Administrative Codes (F.A.C.). Knowledge of EPA's approval of Florida's Assumption of the State 404 Program and Water Quality Certification. Ability to wade, swim, snorkel, and traverse difficult wetland terrain found in South Florida's climate. Ability to perform field biology and water quality sampling techniques. Knowledge of potential environmental impacts which result from construction and the ability to read maps, aerial photography, site plans, and drawings. Skill in working with the public and providing excellent customer service by using active listening skills, conflict resolution skills, and negotiation skills.

Pay : $5,812.39 Mo. / $69,748.68 Yr.
