The Senior Business Data Analyst will play a pivotal role in translating business needs into actionable requirements, enabling the Texas Health and Human Services Commission (HHSC) to optimize systems, workflows, and data insights. This position demands extensive experience in analyzing complex data-driven business problems, writing Epics and User Stories, documenting data flows, and designing visual models to support system enhancements or new implementations. Working under limited supervision, this hybrid role requires strong leadership, communication, and problem-solving capabilities to support cross-functional teams across technical and business domains.
Responsibilities :
- Analyze existing business processes, data flows, and system functionality to identify gaps and improvement opportunities
- Elicit and document clear, comprehensive business requirements for system enhancements or new implementations
- Collaborate with stakeholders, product owners, and technical teams to ensure alignment on functionality and goals
- Write Epics and User Stories, including detailed acceptance criteria, for Agile development teams
- Lead meetings and facilitate workshops to define requirements and drive consensus
- Design and present visual models, data workflows, and dashboards to communicate project status and trends
- Create and maintain documentation such as data dictionaries, BRDs, and data mapping specifications
- Perform data analysis and complex SQL queries to support decision-making
- Document and communicate outcomes of interviews and issue resolution processes
- Drive cross-functional collaboration to address data-related issues and support delivery of high-quality solutions
Requirements
Minimum Qualifications :
13+ years as a Business Data Analyst in IT environments13+ years of experience collaborating with technical and non-technical teams to solve complex data issues10+ years of experience designing and optimizing data workflows and processes using modeling tools10+ years writing Epics, User Stories, and acceptance criteria for development and QA teams8+ years maintaining business / data documentation such as data dictionaries and mapping specs8+ years designing and presenting dashboards or data models for trends and performance insights8+ years facilitating interviews and meetings focused on resolving data-related issuesPreferred Qualifications :
4+ years with a bachelor’s degree in Data Science, Computer Science, Business Analytics, Information Systems, or equivalent experience4+ years managing multiple data projects or assignments simultaneouslyAdditional Requirements :
