Program Evaluator II

Goldbelt Apex is seeking a Program Evaluator II to support the Defense Centers for Public Health Aberdeen (DCPH-A). The Program Evaluator II will provide technical and analytical support for public health program evaluations, including study design, statistical analysis, development of analysis plans, interpretation of findings, and preparation of technical reports and presentations.

The successful candidate will work collaboratively with program evaluation personnel, data managers, study personnel, and other stakeholders to ensure scientifically sound analysis and accurate documentation in support of Defense Public Health programs.

Responsibilities

Essential Job Functions:

  • Write and/or review statistical section of Public Health Program Evaluation studies, prepare analysis plans, and write detailed specifications for analysis files, consistency checks, tables, and figures.
  • Provide statistical guidance and recommendations for Public Health Program Evaluation study design and statistical analysis.
  • Write and/or review statistical sections of Public Health Program Evaluation studies.
  • Develop analysis plans and detailed specifications for analysis files, consistency checks, tables, and figures.
  • Perform appropriate statistical analyses in support of Public Health Program Evaluations.
  • Interpret statistical findings and prepare statistical sections of study reports.
  • Collaborate with data managers, study personnel, program staff, and other customers regarding statistical design, programming, and analysis.
  • Develop, update, organize, and maintain Public Health Program Evaluation statistical documentation and supporting data.
  • Ensure program evaluation activities and documentation are performed in accordance with applicable regulations, guidance, and established procedures.
  • Develop and prepare Public Health technical reports, business process documentation, oral reports, charts, tables, and professional-quality presentations.
  • Support the development and delivery of required Public Health Program Evaluation products and technical deliverables.
  • Maintain compliance with all applicable Government, DoD, DHA, DCPH-A, security, privacy, information assurance, and training requirements.
  • Perform other contract-related duties within the scope of the Program Evaluator II labor category, as required.
  • Must satisfy applicable Government background investigation, installation access, identity verification, and credentialing requirements.
  • Must comply with applicable DoD, DHA, and DCPH-A security and information protection requirements.

Qualifications

Necessary Skills and Knowledge:

  • Solid knowledge in public health and stays current on public health events.
  • Knowledge of program evaluation concepts, methodologies, and analytical approaches
  • Knowledge of quantitative research and statistical analysis methods.
  • Ability to develop study and analysis plans.
  • Ability to analyze, interpret, and communicate complex data.
  • Ability to produce clear, concise, and technically accurate written products.
  • Ability to manage multiple analytical tasks and meet established deadlines.
  • Ability to work independently and as part of a multidisciplinary team.
  • Ability to maintain accurate analytical documentation and records in accordance with established procedures.
  • Strong written and verbal communication skills.
  • Ability to communicate technical and statistical information to both technical and non-technical stakeholders.
  • Ability to collaborate effectively with multidisciplinary teams, data managers, researchers, program personnel, and Government stakeholders.
  • Strong organizational skills and attention to detail.
  • Proficiency with Microsoft Office applications, including Word, Excel, and PowerPoint.

Minimum Qualifications:

  • Bachelor's Degree in public health, evaluation, public policy or a related field.
  • 2+ year experience working the public health field.
  • Experience with DoD health-related databases to perform Public Health Program Evaluation study design, statistical analysis, interpretation, reporting, and documentation requirements associated with this position.
  • Excellent verbal and written communication skills and ability to collaborate with others on projects and investigations.
  • Must be a U.S. citizen.
  • Must be able to obtain and maintain a Public Trust Clearance.

Pay and Benefits

Salary Range $85,000 - $90,000 annually.
