Analyst III: Maternal Child Health and Nutrition Analyst

Nakupuna Solutions seeks an Analyst III: Maternal Child Health and Nutrition Analyst. The Office of Health Programs (OHP) serves as the Bureau of Global Health Security and Diplomacy's (GHSD) central office for health program implementation and oversight. OHP protects Americans and enhances U.S. security and prosperity by providing technical leadership and award management for lifesaving global health programs. OHP advances international efforts to combat HIV, malaria, tuberculosis, malnutrition, and maternal and child health challenges that threaten global stability and U.S. interests. OHP ensures that U.S. investments in global health achieve measurable results.

OHP staff collaborate with foreign governments, organizations, industry, and non-governmental actors to strengthen health systems, improve access to essential services, and reduce morbidity and mortality among children, mothers, and families. The Office develops, implements, and coordinates health program policies and initiatives that promote well-governed country health systems capable of responding to the needs of their people and acting responsibly within the international system. OHP also leads efforts to coordinate health programming with other global donors, support the scale-up of evidence-based best practices, and build self-sufficient health systems abroad. Through this work, OHP saves lives, fosters global health security, and advances U.S. national, economic, and health interests.

Responsibilities

The Maternal, Child Health and Nutrition Analyst will provide program and activity management and operational support to countries and will support the scale-up of high-impact interventions and innovations for maternal and child health programs under the America First Global Health Strategy (AFGHS). The analyst will engage with partner countries, donors, international organizations, and other stakeholders to ensure effective maternal, child health, and nutrition program design, operational support, and alignment with U.S. global health priorities. The analyst will also support activity management for MCH programs, contribute to the design and selection of new program instruments, apply performance metrics and milestone frameworks, and ensure timely and accurate Congressional reporting.

  • Provide program and activity management for awards implementing maternal and child health and nutrition programs in countries
  • Manage activities under awards and oversee the selection, rollout, and monitoring of biomedical innovations
  • Contribute to the design and selection of new program instruments, performance metrics, and milestone frameworks
  • Ensure compliance with Congressional reporting requirements by preparing timely and accurate reports and briefing materials
  • Develop and disseminate operational and programmatic guidance, tools, and training materials related to biomedical innovation and award management
  • Monitor program performance, identify challenges, and recommend adaptive strategies to strengthen implementation and results
  • Document and share lessons learned, best practices, and recommendations to inform global and country-level policy and practice

Deliverables:

  • Award management plans and oversight reports
  • Operational and programmatic guidance documents, tools, and training materials for biomedical innovation rollout
  • Inputs into the design and selection of new program instruments and performance metrics
  • Congressional reports and briefings prepared and submitted on schedule
  • Regular progress reports and a final summary report detailing achievements, challenges, lessons learned, and recommendations

Qualifications

Skills/Qualifications: Demonstrated ability to operate effectively in complex and evolving environments. Strong organizational, analytical, and communication skills, with the ability to provide technical and operational support across multiple priorities.

  • Knowledge of the drivers of maternal, newborn, and under-five mortality in under-resourced settings
  • Experience implementing best practices, high-impact interventions, and innovations to address maternal and child health outcomes in sub-Saharan Africa, Asia, and/or Latin America
  • Experience with award design, award management, and oversight of large-scale global health portfolios, including multi-country or multi-partner initiatives
  • Analytic skills in applying maternal and child health performance metrics and milestone-based approaches for health programs in developing countries
  • Excellent written and verbal communication skills, with the ability to convey complex technical information to diverse audiences
  • Strong organizational skills and the ability to manage multiple projects and priorities under tight deadlines
  • Familiarity with U.S. government regulations and Congressional reporting processes and requirements
  • Proven ability to work collaboratively with Ministries of Health, donors, and implementing partners to advance progress in maternal and child health across multiple countries in sub-Saharan Africa, Asia, and/or Latin America
  • Programmatic and technical knowledge in maternal and child health and related health areas, including antenatal care, postnatal care, maternal nutrition, labor and delivery, essential newborn care, small and sick newborns, integrated management of newborn and childhood illnesses, integrated community case management, vaccinations, health systems strengthening, and surveillance
  • Demonstrated ability to provide high-level operational guidance on maternal and child health and related fields and to support capacity building for country teams

Education and Experience:

  • Master's degree or higher in Public Health, Biomedical Sciences, Health Policy, or a related field
  • Minimum 6 years of progressively responsible experience in global health, biomedical innovation, award management, and technical support to countries, including oversight of large-scale portfolios and Congressional reporting

Work Schedule: Position is full-time, 40 hours per week (Monday-Friday)

Clearance Requirements: Must possess or be able to obtain and maintain a Secret-level security clearance. Must be a U.S. citizen.

Physical Requirements: The ideal candidate must at a minimum be able to meet the following physical requirements of the job with or without a reasonable accommodation :

  • Ability to perform repetitive motions with the hands, wrists, and fingers.
  • Ability to engage in and follow audible communications in emergency situations.
  • Ability to sit for prolonged periods at a desk and working on a computer.

The Nakupuna Companies use a market-based compensation strategy to ensure that our employees are compensated within applicable market ranges commensurate with multiple factors, including but not limited to the individual's particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability, organizational requirements, and position location. The projected compensation for this position is $90,000.00 to $100,000.00 (annualized USD). The salary range displayed represents the typical range for this position and is just one component of Nakupuna Companies total compensation package for employees.
