Job Description

About us:
The Engineering Department provides many services to the public and other departments within the city government. Collectively this group is generally responsible for Engineering Design, Development Plan Review and Approval, Project Administration, Pavement Management, Surveying and Property Management, Public Right of Way Management, Construction Inspection, Sedimentation Control, and Record Keeping.
What you will do:
An employee in this class is responsible for performing professional and technical engineering duties for the City, performing supervisory and administrative duties in planning and coordinating the operation of Engineering Services.
Examples of Duties
-
Oversees the preparation of public infrastructure design drawings such as water mains, sewer mains, roadways, storm water systems, greenways walking trails, and pedestrian improvement plans.

Supervises the plans and activities for the work unit; directs staff to project related surveys and drafting work required for projects.

Supervise a department of diverse technical personnel with expertise in the areas of surveying, records retention, construction inspection, civil design, property mapping, contract administration, erosion control permitting, plan review as it pertains to development, and issues related to flood control.

Interprets City policies, City codes, and State statutes established.

Oversees the checking of plans and specifications for compliance with municipal ordinances and policies; oversees and prepares detailed plans and specifications.

Oversees and reviews consultant's work for accuracy and professionalism; negotiates contracts; sees to the completion of contracts.

Monitors equipment and supply needs; makes purchases as within guidelines defined by City policy and budget limits.

Conducts field inspections and completes reports; monitors construction sites and ensures contractors remain in compliance with City ordinances to retain sediment within the site with inlet retention devices.

Reviews plans and specifications for construction projects; coordinates changes with contractors; monitors compliance with plans and specifications during the construction process.

Communicates with utility representatives and contractors on installation of public utilities to protect City infrastructure.

Works with engineering staff in examining data, gathering information, and investigating problems and complaints that the City may receive relating to engineering efforts.

Develops budget for the Department.

Presents to the City Council and City Manager various reports as they relate to City policy, construction contracts and outside arrangements.

Interviews applicants for employment, completes and conducts employee performance evaluations, approves requests for vacation and sick leave, recommends promotions for employees, and maintains confidential employee records.

Answers technical questions and provides information to the general public. Performs related duties as required.
Qualifications
Knowledge, Skills, and Abilities:
- Thorough knowledge of civil engineering and engineering survey and design
- Thorough knowledge of state and federal laws and regulations, local ordinances and standards, and departmental policies and procedures affecting municipal engineering
- Extensive knowledge of civil engineering design practices and standards, surveying practices, contracting requirements, environmental permitting, OSHA safety requirements, City policies, and other applicable laws.
- Thorough working knowledge of public works construction and contract administration.
- Knowledge of CAD software, GPS and GIS mapping, electronic data collectors, and related software equivalent to Microsoft Word, Excel, and other office computer applications
- Thorough knowledge of application and standards of municipal engineering projects
- Considerable knowledge of recent development, current literature, and trends relating to engineering program administration
ADDITIONAL REQUIREMENTS:
- Required to have passed the fundamentals of engineering examination.
- Valid North Carolina Driver's License
- North Carolina License as a Professional Engineer (PE) (will allow PE license in another state but the ability to obtain a North Carolina PE license within 6 months)
