o Complex, long-term investigations of labor racketeering and organized crime in the Port of New York, including theft, illegal gambling, loan sharking, extortion and drug trafficking and other waterfront practices; and
o Investigations of prohibited associations with organized crime figures and career criminals under the Waterfront Commission Act (WCA).
- Significant familiarity with the WCA, New York State criminal law and procedure.
- Demonstrated proficiency in interrogation, conducting undercover operations, conducting physical, electronic and other methods of surveillance, executing search warrants, developing confidential informants and testifying at adjudicatory hearings.
- Functional knowledge of technical equipment used in law enforcement investigations, such as audio and video surveillance devices.
- Experience working with other law enforcement agencies, as well as established contacts within the law enforcement community in the State of New York.
- Candidates must be a United States citizen and possess a valid driver's license.
- Strong oral and written communication skills, and adeptness at word processing programs.
- Ability to expertly and resourcefully utilize various law enforcement databases and digital forensic-related tools.
- Ability to exercise discretion, exercise independent judgment and be able to perform duties without close supervision.
- Candidates must be of good moral character and have not committed incidents involving perjury or false statement.
- Investigate and conduct follow-up on criminal cases and NYWC administrative proceedings.
- Review reports, analyze evidence, pursue investigative leads, develop informants and use of court authorized electronic listening devices.
- Gather intelligence on waterfront labor, unions, operators and practices.
- Determine criminal associations and patterns of criminal activity relating to organized crime and racketeering in the Port of New York.
- Work collaboratively with local, state and federal law enforcement agencies in joint investigations and serve on multi-agency task forces as necessary.
- Develop and maintain confidential sources and informants.
- Effect arrests, apply for and execute warrants, serve subpoenas and other legal process.
- Perform surveillance or undercover operations.
- Serve as lead detective on assigned cases as necessary.
- Conduct port patrol duties as necessary.
- Maintain a visible police presence within the port community.
- Prepare and maintain comprehensive case documentation.
- Collect and process evidence in compliance with applicable law and NYWC policies.
- Present cases for prosecution to state, local and federal authorities as well as NYWC counsel.
- Testify as necessary in criminal and administrative proceedings.
- Report to supervisors as required on pending matters.
- All other duties as may be assigned by a Superior Officer.
Additional Qualifications :
Duties Description Under the supervision of the Sergeant, NYWC detectives conduct complex, long-term investigations of labor racketeering and organized crime in the Port of New York. Detectives also investigate possible violations of the WCA, including prohibited association with organized crime figures and career criminals. Additional Comments The New York Waterfront Commission (NYWC) is a law enforcement agency vested with licensing, regulatory and investigative powers. The NYWC's mission is to investigate, deter, combat and remedy criminal activity and influence in the Port of New York, and to ensure fair hiring and employment practices so that the Port and region can grow and prosper. The agency conducts investigations into waterfront practices and works with federal, state and local law enforcement partners in complex criminal investigations pertaining to labor racketeering and organized crime. It conducts disciplinary hearings before administrative law judges to deny or revoke licensure for statutory violations, and to bar those who pose a danger to the public peace or safety or who lack the requisite good character and integrity from port employment.
