Job description

Arts Program Associate Specializing In Grants Management And Compliance

The Arts Program Associate specializing in Grants Management and Compliance will perform agency grants administration compliance support as part of the agency operations team. This is a unique opportunity to hold a key role on the staff of New York State Council on the Arts (NYSCA), an executive agency of New York State.

Duties include, but are not limited to:

  • Support the grants management and compliance function of the agency in the workflow and administration of processes applicable to NYSCA grant applicants and grantees, including fiscal review, contracting, payments, reports, vendor responsibility, prequalification and grants reconciliation.
  • Support the agency's internal control program, including annual certification activities and documentation of corrective actions, and assist in responding to audit and information requests from the Office of the State Comptroller and other oversight bodies.
  • Assist senior grants administration staff on agency policy and projects relating to grants management and compliance and agency communications to applicants and grantees across all agency grant programs and categories.
  • Access, and support the leadership and administrative role with respect to NYSCA's use of the relevant cloud-based portals utilized for finance and compliance matters, including the State Financial System, the OSC Vendor Responsibility portal, the NYSCA application and reporting portals.
  • Increase knowledge on an ongoing basis of not-for-profit corporation fiscal requirements under applicable not-for-profit corporation laws, as well as best practices, and access and analyze public information, including from IRS Form 990, New York State Charities Bureau filings and other public databases.
  • Prioritize among requests and other duties as needed in consultation with executive staff.
  • Supervise or coordinate with temporary or Arts Team Associates for specific projects.
  • Assist with special assignments and projects.

Minimum Qualifications Required for Appointment:

  • Seven years of specialized experience, one of which must have been at a supervisory level, involving arts and/or cultural programs, activities, or initiatives gained in a variety of settings including, but not limited to, nonprofit or commercial organizations; government and quasi-governmental entities; arts programs or components within non-arts entities (such as the arts program of an educational institution, communications organization, corporate entity, or philanthropic organization); or other public or private sector organizations performing the following:
  • Compliance, accounting, or financial management work for grants or loans funding public or nonprofit projects with complex terms, including the use of accounting and financial management systems, such as serving as a capital eligibility advisor, public finance advisor, grants accountant, or fiscal compliance officer.
  • *Substitutions: An associate's degree may substitute for two years of specialized experience. A bachelor's degree may substitute for four years of specialized experience. A master's degree may substitute for five years of specialized experience; a JD may substitute for six years of specialized experience; a Ph.D. may substitute for seven years of specialized experience.

Preferred Qualifications:

  • Professional experience in accounting, fiscal compliance, or financial management for grants, contracts, or nonprofit organizations including accounting, budget review, cost allowability, and reconciliation.
  • Working knowledge of the Statewide Financial System (SFS) or a comparable government or non-profit financial system.
  • Familiarity with New York State control-agency processes, including OSC contract approval and vendor responsibility, grantee prequalification, and the State's standard grant contract and budget attachments.
  • Familiarity with internal controls, including the annual certification, control tests of contracting and payment transactions, and documentation of corrective actions.
  • Ability to read and assess nonprofit financial statements, audited financials, and IRS Form 990s for fiscal-health and eligibility review.
  • Strong analytical and spreadsheet skills, with the ability to reconcile records across multiple systems and produce clear reports for management.
  • Highly organized and detail-oriented, with the ability to manage multiple projects.
  • Experience on the finance, operations, or administrative side of a professional arts or cultural organization, and familiarity with the not-for-profit sector.

NOTE: IN ORDER TO AWARD THE PROPER CREDIT FOR WORK EXPERIENCE, RESUMES MUST INCLUDE MONTH AND YEAR FOR START AND END DATES. IF ANY OF THIS EXPERIENCE IS LESS THAN FULL TIME YOU MUST INDICATE THE AVERAGE NUMBER OF HOURS WORKED PER WEEK.

Travel may be required (approximately 15%), including during evening and weekends, depending on mission and assignment. Possession and maintenance of a valid Driver's License issued by the NYS Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the job. This position is based at NYSCA's office in Manhattan. The in-office requirement is a minimum of five days per two-week pay period.
