Job Description

The Senior Program Evaluator develops and implements organizational learning and program evaluation initiatives that cross geographic regions and a diverse scope of Unbound’s global programs. The evaluator also facilitates the effective communication of evaluation findings to internal and external stakeholders and promotes the use of evaluation for organizational learning, decision-making and positive program improvement.

Unbound’s approach to program evaluation emphasizes credibility, simplicity, utilization of results, and participatory methods. It is a bottom-up approach focused on building the capacity of all stakeholders to use the tools and techniques of program evaluation to answer critical questions and discover the most effective ways to achieve the organization’s mission. This evaluator must have strong technical skills in every aspect of program evaluation and strong leadership skills to guide efforts that cross geographies, cultures and sectors.

Key Accountabilities

  • Design program evaluations that extend to multiple projects or countries and oversee effective implementation of those evaluations.
  • Establish communication tools and venues for the effective dissemination of evaluation findings and utilization of learning.
  • Build the capacity of headquarters staff, project staff, and program participants to measure outcomes, evaluate program impact, and make continuous program improvements.
  • Collaborate with the Vice President of Learning and evaluation to cast vision and set goals that guide evaluation practice and use within Unbound’s three-tiered evaluation framework in ways that exemplify credibility, simplicity, utility and participation.

Essential Duties and Responsibilities : include the following. Other duties may be assigned.

International program evaluation

  • Design program evaluations that extend to multiple projects or countries and oversee effective implementation of those evaluations. Design surveys, collect data, analyze data, and prepare reports, including creating and testing instruments, assisting with data collection, analyzing data
  • Assess the need for external consultants, research partnerships, and evaluation contractors to answer key global questions. Make recommendations to CIPO or VP, and manage those partnerships when requested.
  • Communicate program evaluation results to decision-makers in a concise, non-technical, persuasive manner that encourages action.
  • Coordinate international program evaluation initiatives with project staff and with Unbound-Kansas headquarters staff to ensure quality implementation and minimal disruption to other initiatives.
  • Technical support

  • Promote evaluation designs that are credible, simple, participatory, and utilization-focused.
  • Guide department and project stakeholders in creating data collection instruments , analyzing data, summarizing data, and utilizing results to improve programs.
  • Lead distance and on-site technical support for program evaluation initiatives in Unbound programs around the world.
  • Provide technical support in a manner that empowers Unbound staff and the families it serves by building the capacity to measure outcomes and evaluate impact
  • Evaluation Framework

  • Guide evaluation practice and use in Unbound international programs and projects within Unbound’s three-tiered evaluation framework in ways that exemplify credibility, simplicity, utility and participation. Develop data collection designs and instruments that answer key organizational questions
  • Serve as a technical expert and liaison with stakeholders in interpreting and communicating evaluation results. This includes communication to Unbound’s governing board.
  • Organizational learning

  • Promote an organizational culture that values evaluative inquiry and emphasizes reflection, learning, adaptation, and continuous program improvement
  • Actively participate in the development and practice of organizational culture including committees, work groups, board meetings and project visits.
  • Promote physical and temporal spaces and maintain resources for information sharing and corporate learning.
  • Capacity building

  • Identify critical weaknesses in evaluation capacity and implement strategies to strengthen those areas.
  • Create practical, engaging, and culturally appropriate training materials for all types of stakeholders on all aspects of program evaluation in English and Spanish.
  • Pursue personal and team professional growth through reading, workshops, conferences and / or professional associations.

  • Bachelor’s degree (B.A.) public administration, international development, international studies, social sciences, or equivalent combination of education, research and work experience in program evaluation. Advanced degree (M.A. / M.P.A. / Ph.D.) in related field strongly preferred. Public sector or non-profit experience is a plus.
  • Minimum of 5 years of direct experience in designing and conducting research and / or evaluation projects
  • Outstanding interpersonal skills in a diverse, multi-cultural environment
  • Excellent analytical skills, allied with clarity of thought and expression
  • Moderate to advanced computer skills in a Windows environment : Excel, Word, Access, Outlook, and PowerPoint. Some experience creating queries in Access or SQL. Proficiency with R, SPSS, SAS, EpiInfo, Excel, or other social science statistical package preferred. Experience with online presentation and conference platforms a plus.
  • Experience setting up, cleaning and configuring data sets
  • Experience conducting basic qualitative analysis and ability to summarize analysis results
  • Experience in the design, modification and administration of measurement instruments (e.g., surveys, interview protocols)
  • Fluency in quantitative data analysis and intermediate statistics
  • Ability to formulate long-range goals and detailed implementation plans for concurrent evaluation projects
  • Exceptional interest in learning and ability to learn quickly
  • Excellent written and oral communication skills
  • Strong facilitation skills, including the design and management of effective trainings, workshops and meetings with diverse participants
  • Strong leadership skills
  • Ability to inspire trust and confidence among co-workers

  • Availability for domestic and international travel (approx. 30-40 days per yr.)
  • Fluency in oral and written English and Spanish, other languages a plus.
