Job description

Sigma Defense is seeking a Senior Training SME - Academic Training Support for the Dam Neck - Virginia Beach, VA.

The ideal candidate is a highly skilled Training SMEs with knowledge gained over years of experience at senior levels. They promote greater information sharing for staffs and stakeholders. They provide realistic as well as reliable, consistent support and well-developed recommendations to various audiences in training and real-world events. They will maintain the integrity of the training objectives and maintain a knowledge base that is consistent with the requirements that covers the full spectrum of tasks listed in the contract. SMEs serve as the catalyst for developing and evaluating requirements. They provide the expertise and insight to support programs and leaders at all levels, including very senior levels, civilian and military sectors. They are experienced subject matter experts in their fields of expertise

This is a contingent position that is pending award of contract. This means that the position is subject to the successful awarding of a contract and will be confirmed once the contract is finalized. The candidate selected for this role will be offered the position on the condition that the contract is awarded to our organization.

Requirements

6 years of relevant experience in the following :

  • Subject matter expert for respective task requirements (e.g. Academics, Warfare Area(s), Program or Policy support)
  • Training manager
  • Navy and / or Defense training operations, policy, doctrine, systems, and staff procedures
  • Conducting fleet training analysis to identify gaps, training needs and solutions
  • Developing and modifying training event / exercise scenarios
  • Delivering training in person and / or online
  • Developing training curriculums
  • Managing training projects
  • Designing custom training to meet Fleet / Joint training objectives
  • Excellent public speaker / presentation skills
  • Excellent communication skills, written and verbal
  • Excellent time management skills

5 years of experience as a senior instructor / evaluator.

2 years of experience as JSAF operator is desired but not required.

Education Requirements :

  • Bachelor's degree from an accredited college or university in an unspecified field of study.
  • 8 years of experience is required if no degree is held.
  • Equivalent to a degree is two years of Resource Band experience.
  • Personnel Clearance Level :

  • Candidate must possess or have the ability to obtain an active Secret security clearance.
  • A clearance will be sponsored for the right candidate.
  • Essential Job Duties (not all-inclusive) :

    Support Tasks :

  • Deliver and monitor on-site academic instruction for training audiences and provide MTT instruction for ships, groups and staffs.
  • b) Develop, maintain and deliver instructional material supported by outlines, lesson plans, reference material, briefs, lectures, videos, scenarios, animations, handouts, student and instructor workbooks and study guides, testing materials, critiques and feedback designed to prepare the warfighter to bring effective skill-sets to ships, squadrons, warfare commander staffs, group staffs, NFC staffs, and other organizations / commands involved in conducting naval, joint and coalition / allied maritime operations.
  • c) Translate academic content, lessons learned, emerging doctrinal changes and training and education requirements into useable training products and services including customized instruction for short notice deployment, unit-level, group and Fleet-specific requirements to meet the needs of deploying naval forces.
  • d) Research, analyze and employ the best learning strategies and methods to employ, train and sustain a quality instructional staff as well as leveraging state-of-the art technology into the development and delivery of all phases of training by aggressively pursuing options including collaborative technologies, blended learning models, simulations and games to fully engage and motivate the students.
  • e) Develop and provide inputs for the development of course completion reports following the delivery of training to include, at a minimum, the following :
  • i) Summary of the training event
  • ii) Student roster
  • iii) Course critique and survey results
  • iv) Post-course exam results (if applicable)
  • v) Demographic information
  • vi) Summary of issues encountered during the training event
  • f) Provide recommendations to the Government regarding materials needed for a tactical reference library (virtual and hard copy) of classified and unclassified manuals, documents and reference materials required to conduct training and for the development and maintenance of curriculum.
  • g) Assess courseware, delivery methods and new versions of applications to determine impact, functionality and best methodologies to develop and deliver training on new application’s functionality and based on changes to policy, doctrine, higher headquarters guidance, lessons learned, software version updates, and course content review board results and changes to models and simulation.
  • h) Monitor applications development schedules and assess equipment requirements for future version releases.
  • i) Inform Government of equipment, personnel, training, specialized expertise, and time requirements necessary to accomplish future training.
  • j) Provide input to TTGL schedules officer with regard to annual scheduling of academic courses using the most cost-effective and efficient plan for in-house instruction and MTTs. The scheduling process must consider :
  • i) Stakeholder inputs (i.e. course managers, future plans, warfare modules, etc.)
  • ii) Collective exercise schedules
  • iii) Minimum class size requirements
  • iv) Availability of instructors and classrooms
  • v) Other pertinent events within the established process and procedure
  • k) Have understanding of all principal combat mission areas, IAMD, SUW, ASW, Intelligence, IO / IW, STW, EXW, and C2, and how they interact at the CWC level and below.
  • l) Provide expertise in assigned combat mission area (those listed above with exception of Intelligence and IO), including subject matter expertise in US, Allied / Coalition, and threat platform capabilities, tactics, and doctrine.
  • Academic course support information :
  • a) TTGL conducts a variety of academic courses for officers and senior enlisted personnel either in route to seagoing commands or temporarily assigned to TTGL for academic training from their parent command.
  • b) Courses marked with an asterisk (
  • are those for which a contractor serves as the course administrator because of their unique / expert knowledge in the subject area. Course administrator duties include, but are not limited to :
  • i) Establish and update overall course syllabus objectives, content and design
  • ii) Coordinate with TTGP counterparts to ensure :
  • i) Course alignment
  • ii) Course material is current, relevant and accurate
  • iii) Conducting of an annual course review in accordance with TTGLINST 1610.3 (series)
  • iv) Coordinate and schedule course convening’s with TTGL schedules officer
  • c) The courses listed are required in support of Academic Training at TTGL and include the following :
  • i) Maritime Staff Planners Course
  • ii) Maritime Fires Course
  • iii) Tomahawk Tactical Commander’s Course
  • iv) MDS– Staff Employment Course
  • v) CTPM Course / CTPM Team Training
  • vi) JFACC Augmentation Staff Course
  • vii) Maritime BMD Course
  • viii) Network Centric Warfare Commander’s Course
  • ix) Information Management / Knowledge Management Course
  • x) Navy Planning Process
  • xi) CENTRIXS / BICES Team Training
  • d) Specific course descriptions, length, periodicity and attendance requirements for TTGL academic courses are referenced in USFF / PACFLTINST 1500.49 (series) and in the Catalog of Navy Training Courses (CANTRAC). Courses such as Network Centric Warfare Commander’s Course, Information Management / Knowledge Management and Navy Planning Process are conducted during a CSG and ARGs integrated training phase and are described in the USFF OPORD 2000 (series). Other tailored courses are conducted on occasion by request and may contain additional elements of tactical warfare not specifically listed above.
  • e) Personnel assigned to teach the Maritime Fires Course must be capable of performing basic operator and system administrator functions on JADOCS which is an integral part of the academic course for training fleet users.
  • Salary Range : $60,000 - $80,000 annually.
