General Description
The County Engineer serves as a key member of the county's leadership team, responsible for leading the planning, design, and execution of municipal capital improvement projects to deliver sustainable, cost-effective infrastructure. Serves as the technical authority on engineering standards, construction methods, and regulatory compliance.
This role requires strategic planning, cross-departmental coordination, strong project management skills, and a commitment to operational excellence and fiscal stewardship.
Duties and Responsibilities
The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.
Capital Project Management & Engineering Oversight
- Leads the planning, design, and execution of complex capital infrastructure projects that shape the county's long-term physical landscape.
- Oversee or coordinate all phases of capital projects : feasibility studies, planning, cost estimation, design development, permitting, procurement, construction, inspections, and project closeout.
- Manage relationships with architectural, engineering, and construction firms; review and approve project scopes, schedules, budgets, and deliverables.
- Ensure all construction projects meet applicable codes, safety standards, and environmental regulations. Specifically compliance with applicable local, state, and federal regulations (e.g. VDOT standards, DEQ, EPA, OSHA, storm water management, environmental permitting).
- Provide regular updates and briefings to the County Administrator, Senior Leadership, Board of Supervisors, and other stakeholders.
- Interpret and apply engineering principles, design standards, and technical drawings.
- Severs on the County's Capital Improvement Program (CIP) Committee and assists other departments with projects to be included in the CIP.
Budgetary Responsibilities
Prepares and manages the annual operating and capital budgets for Engineering.Monitor capital project performance to ensure adherence to timelines and budgets; recommend corrective actions as necessary.Tracks expenditures and manages contracts to ensure alignment with approved financial plans.Pursues cost savings, energy efficiencies, and grant opportunities where applicable.Coordinates with the Virginia Department of Transportation (VDOT) and other regulatory agencies regarding county transportation projects and agreements.Minimum Qualifications
Education : Bachelor's degree in Civil Engineering, Construction Management, Public Administration, Facilities Management, or a related field required. Master's degree preferred.
Experience :
Minimum of 7-10 years of progressively responsible experience in public infrastructure projects, facilities operations, or general services, with 5+ years in a leadership role.Experience managing public construction projects through full lifecycle in a local government or similar environment.Strong knowledge of procurement regulations, project delivery methods (design-bid-build, and design-build), and contract administration.Knowledge, Skills, and Abilities :
Comprehensive knowledge of engineering design, construction management, and local government capital project processes.Ability to read and interpret technical drawings, specifications, and contracts.Strong leadership, interpersonal, and communication skills with a collaborative management style.Proficient in budget development, resource planning, and performance management.Competence in project management software and MS Office suite; experience with AutoCAD, or GIS is a plus.Ability to manage multiple complex projects and priorities simultaneously in a fast-paced environment.Special Certifications and Licenses
Must possess and maintain a valid state driver's license with an acceptable driving history.Professional Engineer (PE) license is preferred.Possession of a Combined ESC / SWM Administrator Certification preferred.Physical Demands
Medium Work - Involves lifting no more than 50 pounds at a time with frequent lifting or carrying objects weighting up to 25 pounds.Work is performed in both office and field environments.Exposure to construction sites, inclement weather, and varying terrain.May require attendance at evening meetings or weekend events.Work Environment (Unavoidable Hazards)
