Compensation Policy Analyst

The starting salary offer will be determined based on the successful candidate's qualifications, within the annual salary range of $115,000 to $133,000. Hybrid : Our physical office is in Olympia, WA. We offer flexible work schedules and locations. This is a hybrid position where most of the work allows teleworking. However, you must travel to in-person activities, meetings, and events as needed for business purposes. The Office of Financial Management (OFM) serves as the backbone of Washington state government. We're seeking a Compensation Policy Analyst to play a key role in doing this work! In this role, you will analyze complex compensation data, conduct fiscal analyses, and provide expert recommendations to inform statewide compensation policy decisions. You'll work closely with the lead Compensation Survey Analyst to conduct and design salary and benefit surveys, analyze market pay practices, and provide consultation to State HR in the design of the state's compensation structures. Additionally, during bargaining, you will work alongside the lead labor negotiator to interpret contract language, prepare fiscal analyses on complex and varied compensation issues, and provide expert recommendations and testimony for an assigned portfolio.

Duties

What you will work on

  • Prepare comprehensive fiscal analyses (often with unidentified data sources) on complex and varied compensation issues and present expert recommendations on policy and budget implications for an assigned portfolio.
  • Advise and consult with agency leadership, managers, human resources, labor relations, and budget staff to ensure the equitable application of compensation and benefit components of labor agreements.
  • Provide expert analysis and collaborate on compensation surveys for employee groups who have access to interest arbitration to resolve impasses.
  • Complete critical, time-sensitive projects, generate reports / documents, perform validation of compensation or benefits models, and track and report related compensation policy work.
  • Provide business and technical expertise and guidance to implement the compensation terms of collective bargaining agreements in HR Systems.
  • Consult with agency HR Directors, State HR, and budget staff on compensation-related issues and provide comprehensive recommendations.
  • Provide consultation and expertise to State HR in the design and implementation of the State of Washington's compensation structures.
  • Offer just-in-time updates to stakeholders related to compensation and market data trends.
  • Develop plans to administer and participate in the administration of state compensation, benefits, and labor relations policies and strategies that promote or ensure consistency and uniformity statewide.
  • Design, conduct, provide expert analysis, and collaborate on compensation surveys for employee groups who have access to interest arbitration to resolve impasses. Routinely serve as an advisor on related compensation issues and provide expert witness testimony in interest arbitration hearings.
  • Provide business and technical expertise and guidance for HR systems to improve data integrity and implement compensation terms of collective bargaining agreements or rules.
  • Provide expert witness testimony on financial analyses and classification impacts in interest arbitration proceedings, as required by the portfolio.
  • Provide consultation and expertise to State HR in the design and implementation of the State of Washington's compensation structures.
  • Complete critical, time-sensitive projects, generate reports / documents, perform validation of compensation or benefits models, and track and report related compensation policy work.
  • Participate in advancing new strategic initiatives or offering alternative strategies and recommendations.
  • Build relationships with State employers, other public employers, and private sector organizations to integrate best practices and industry standards for compensation practices into the State's compensation strategies.

Qualifications

What you need to bring Required Qualifications :

  • Working knowledge of government organization, administrative procedures, governmental functions, departmental policies, collective bargaining agreement provisions, and the general principles of labor relations.
  • Extensive experience in fiscal and data analysis in multiple subject areas.
  • Ability to create and present accurate, complex financial information, analysis, and research to technical and non-technical audiences.
  • Ability to work independently and make independent judgments regarding work processes and methods.
  • Ability to influence and communicate effectively when recommending and implementing statewide compensation or benefit policies.
  • Ability to obtain the cooperation of other agencies and labor organizations, establish effective working relationships, and work cooperatively, collaboratively, and productively when meeting with others.
  • Experience in mastering subjects where little documentation exists, and you are the sole individual assigned.
  • Advanced experience with using Excel, SAS, SQL, R, or similar software to analyze large datasets, explain methodologies, and defend conclusions.
  • Desired Qualifications :

  • Bachelor's degree in public or business administration, economics, political science, or a closely related field, and three years of experience providing complex financial, human resources / labor / compensation analysis or support.
  • Knowledge of principles and practices of effective human resources management and WA state budget processes and organization.
  • Experience presenting complex information in the context of a hearing or similar setting.
  • An understanding of the state's classification plan and familiarity with the state's job classes.
  • Knowledge of human resource applications, and ability to articulate business needs between colleagues and with technical staff to implement or update system functionality to aid in financial analysis, as well as implement policy outcomes.
  • Knowledge of compensation and benefit survey methodologies and best practices.
  • Ability to analyze and absorb compensation, benefit, and labor relations issues and data to determine statewide impact.
  • Ability to create charts and / or graphs using visualization software and translate technical information into well-written and easy-to-understand documents.
  • Familiar with State HR payroll systems and state budgeting systems : SAP, SPS, CIM, CIMAI, Fiscal Notes, Workday.
