Position Title : Watch Specialist (Program Analyst 3)

The Oregon Department of Emergency Management (OEM) has an opening for one full-time Watch Specialist (Program Analyst 3) within the OERS Section of OEM in Salem, Oregon. This is a full-time, permanent position with the potential for remote / work-from-home and hybrid scheduling. Remote work is evaluated periodically to ensure business needs are met. Applications may be used to fill future vacancies.

Responsibilities include leading the 24-hour Oregon Emergency Response System Watch Center, developing program standards, and coordinating with internal and external partners to monitor incidents in near real-time and assess impacts on people, critical infrastructure, and responders. The Senior Watch Specialist will establish program standards used by staff, local jurisdictions, other state agencies, community members, and commercial entities interfacing with the center. The position also performs duties common to all unit staff, including information monitoring, analysis, and proactive communication with other agencies.

The role involves developing new standards, techniques, reports, and procedures for use by analysts in the center. It also includes training duties for watch specialists at all levels and quality assurance responsibilities.
