Position Title : Fiscal Analyst
Job Description :
Help the Department of Land Conservation and Development fulfill its mission to foster sustainable and vibrant communities and protect Oregons natural resources for current and future generations.
Join our Fiscal and Budget Services team and play an important role in planning and executing the agency budget to support the agencys vital mission. DLCD is a small, but dynamic organization, with a wide range of programs related to land use planning and diverse funding sources.
This position serves as a fiscal analyst for DLCD, as the primary fiscal analyst for the Planning Services Division. Planning Services programs provide technical assistance and policy consultation in natural hazard mitigation planning (especially relating to floods and wildfire ), and to integrate land use and transportation planning. This position also tracks and monitors the agencys budgeted positions and completes periodic vacant position reporting.
As a Fiscal Analyst you will :
- Develop and monitor program budgets.
- Work with management to develop budgetary needs of existing and new activities, including analysis and forecast of revenue and expenditure trends and program modifications.
- Translate assigned divisions legislatively approved budgets into operating budgets by sections, program areas, specific projects, and / or specific funding sources and appropriations.
- Develop and maintain monthly budget and financial status reports.
- Interpret and advise department managers and staff on budget and fiscal matters providing accurate and timely information to facilitate an interactive review process.
- Participate in program management meetings to assist with budget issues; clarify budget challenges and present alternatives.
- Assist in the development of budget packages, current service level exceptions, fund shifts, narratives, and policy option package detail reports.
- Prepare fiscal impact estimates for proposed legislative bills.
- Prepare information to respond to Department of Administrative Services-Budget and Management (BAM), Legislative Fiscal Office (LFO), and agency management requests.
- Extract SFMA accounting data with use of the OBIEE application; analyze data to provide revenue and expenditure trends. Identify coding errors and assist with correcting these errors.
- Prepare detailed analysis, handouts, and other budget information materials.

Minimum Qualifications
Five years of progressively responsible experience that included the preparation, analysis, and administration of a budget or fiscal system; OR
Five years of professional-level experience in accounting, fiscal auditing, management or program analysis. Experience must have included modeling, forecasting and analyzing fiscal information; OR
Successful completion of the Department of Administrative Services Budget and Management Public Administrative Trainee Program.
Note :
A Bachelor's Degree in Business, Public or Non-Profit Management, Finance, Accounting or a related degree (such as Public Policy, Political Science, Public Administration, Economics or other analytical or technical degree) may substitute for three years of the required experience.
A graduate-level degree in any of the above areas may substitute for four of the five years.
