We are seeking a Senior Data Scientist with 5 years of experience to support the NCDIT-T / NCDOT's rapid expansion of its enterprise data capabilities through Azure Databricks, Azure Data Factory, and modern analytics platforms. This contractor will be a dedicated resource focused on establishing consistent enterprise data practices that span both technical teams and business units as they are building data ingestion, transformation, cleansing and analytics solutions.

MANDATORY MUST HAVE:

• Expertise in enterprise data strategy, governance, and modern data architecture that cannot be performed by an early career resource.
• Expert in Azure Databricks, Azure Data Factory, and modern analytics platforms
• Ability to define and standardize enterprise data elements, lineage, and business rules across units with no existing framework.

Required

• Ability to collaborate with business teams to translate data needs into consistent enterprise standards.
• Ability to implement governance practices including metadata, lineage, and data quality across projects with no existing framework.
• Ability to document end-to-end data flows across systems to improve transparency and architecture clarity.
