Overview of the Position
As a 1224 Principal Payroll and Personnel Clerk you will report to the Payroll Director, be a part of the Payroll department and play a role in the critical work of ensuring accurate pay for SFUSD employees. You will help to lead the Payroll department in transformational work to deliver on the promises outlined in our long-term, city-wide North Star, Vision, Values and Guardrails. We are looking for someone who can learn our systems and processes and support employees, time clerks and other members of the team with their questions and concerns about Payroll. To best achieve this, the ideal candidate would be a forward-thinking, solution-oriented, self-motivator with effective communication skills and a strong customer service orientation.
Qualifications of the Ideal Candidate
- Knowledge of San Francisco's public schools / urban public schools and a passionate belief in SFUSD's commitment to instructional leadership as a lever toward delivering on the SFUSD Graduate Profile
- A strong record of managing organizational change and initiating key innovations
- Strong analytic and systems thinking necessary to interpret data to inform goals and strategy, as well as build infrastructure where none exists
- Experience developing and implementing talent management systems or systemic educational reform initiatives
- Ability to work effectively across multiple functions and roles within a complex organization
- A proven record of effectively planning, organizing, and using resources to take action and achieve goals
- Strong interpersonal skills and the ability to build effective working relationships with senior-level district staff and colleagues
- Success leading effective teams and individuals
- Experience and success with effective written and verbal communication, facilitation, and presentations to large groups and a variety of audiences (e.g., staff meetings, executive briefings, public board meetings, memos).
- Ability to work effectively in difficult situations that involve confidential and sensitive matters
- Strong computer skills including Microsoft Office Suite (Outlook, Word, Excel, and PowerPoint) and Google Suite (Email, Docs, Sheets, Slides)
- Knowledge of : office methods, techniques, procedures, and ordinary operations and uses of office machines and equipment; existing payroll and record-keeping procedures and applicable laws, rules, and regulations; basic mathematical concepts; and basic computer applications, such as e-mail, word-processing, and spreadsheets software.
- Ability and Skill to : assign and supervise the work of subordinates; make rapid and accurate mathematical calculations by hand or machine; maintain a variety of detailed records and prepare a variety of reports; type neatly and accurately; problem-solve, provide direction,training, and support to subordinate employees; communicate clearly and effectively; read, comprehend and interpret procedural documents relating to payroll and personnel operations; and organize, prioritize, and maintain attention to details under routine deadline.
Responsibilities

LIST JOB DUTIES BELOW
Plans, assigns and directs the work of subordinate employees (if applicable) engaged in the preparation of payroll, and timekeeping information, and the preparation and maintenance of employee personnel records; trains, and instructs new employees.Reviews and approves all documents relating to payroll and personnel transactions; analyzes and interprets economic provisions of collective bargaining agreements.Serves as departmental liaison with the civil service commission, controller, retirement,health service and other offices in connection with the processing of personnel forms and records; confers with representatives of the civil service commission, controller's office,health service and retirement systems in connection with the various rules and regulations applicable to subordinate personnel.Prepares personal service and related budget statistics data; maintains payroll expenditure records for budget, allotment and employee requisitioning purposes.Prepares and oversees the preparation of replies to inquiries of other city departments and outside organizations in connection with departmental personnel.Perform other related tasks as necessary.Minimum Qualifications
Experience :
Four (4) years of experience preparing, calculating and maintaining payroll and / or personnel records.Substitution :
Completion of thirty (30) semester / forty-five (45) quarter units of coursework from an accredited college, university or business school with a minimum of twelve (12) semester / eighteen (18) quarter units of coursework in business administration, accounting, mathematics, human resources, or a closely related field may substitute for one (1) year of the required experience; ORPossession of a Certified Payroll Professional (CPP) Certificate issued by the American Payroll Association may substitute for one (1) year of the required experience.Who We Want
