Scope of Eligibility
Open to permanent employees in a competitive title who work for the Division of Water Supply & Geoscience and meet the requirements below.
Description
Under the limited supervision of a supervisory official in a state department, institution, agency, or local government agency, performs complex technical or scientific work including field and office studies, surveys, inspections, or investigations associated with enforcement of environmental laws and / or regulations, and environmental review and control work, or organizes and carries out programs / projects designed to study and evaluate environmental impact of specific projects on the environment; organizes and develops tests and reports to assess environmental impacts on physical, natural, and / or human environments; investigates environmental complaints concerning projects; conducts contract, grant, and / or loan processing; may be required to function as a lead worker providing guidance to lower-level Environmental Specialists; does other related duties as required.
Specific to Position
Position : 1) The duties of this position include the review of electronic well records and decommissioning reports for compliance with all applicable statutes, regulations, and procedures associated with well construction and maintenance; and the sealing of Abandoned Wells (N.J.A.C. 7 : 9D). Other duties include testing NJEMS and RSP bug fixes, enhancements, regression tests, and computer systems when new builds are being released. The position will act as Well Permitting's CEP Manager by reviewing course applications, data entering course completion information for NJ well drillers and pump installers, and providing reports to the NJ State Well Drillers and Pump Installers Examining and Advisory Board. The promotion will also provide technical assistance to the public, the well drilling industry, and regional and local health departments.
Position : 2, 6) This critical position will perform such duties as the creation of complex GIS mapping, gathering technical and scientific data, conducting inspections, preparation of reports including findings, conclusions, and recommendations to management in relation to the resiliency and reliability of New Jersey's water resources and infrastructure. This position will also provide direction and guidance to and / or collaborate with internal and external entities including Compliance and Enforcement, Site Remediation, environmental consultants and the regulated community associated with, but not limited to, all aspects of water supply permitting.
Position : 3, 4, 5, 7) The candidate will be required to support the implementation of the Federal and State Safe Drinking Water Acts, specifically focusing on acute drinking water standards, that have immediate public health effects such as the Revised Total Coliform Rule, Ground Water Rule, and Surface Water Treatment Rule. The candidate will also be required to develop and implement regular compliance checks, provide technical assistance to systems to return to compliance following violations, support the development of toolbox for water systems and consumers which include working on the website, SOPs, forms, FAQs, letter templates and policies. Support emergency response functions of the element as needed.
Position : 8) This position will be responsible for the technical, managerial, and financial reviews of existing public water systems primarily focusing on those public water systems with a history of non-compliance through the Capacity Development Program. The TMF capacity is necessary to ensure water systems are maintaining compliance with federal and state regulations, including the Lead and Copper Rule. This position will work with the federal Drinking Water State Revolving Fund Program to assist certain types of water systems (publicly and privately owned community water systems and nonprofit noncommunity water systems) to finance the cost of the infrastructure needed to achieve or maintain compliance and protect public health.
Requirements
EDUCATION : Graduation from an accredited college or university with a Bachelor's degree in one of the Physical Sciences, Environmental Sciences / Studies, Chemical Sciences, or Biological Sciences; or in Environmental Planning, Environmental Policy, or Physical Geography; or in Civil Engineering, Sanitary Engineering, Chemical Engineering, Environmental Engineering, Mechanical Engineering, Agricultural Engineering, Mining Engineering, Industrial Engineering, or Bio-resource Engineering.
EXPERIENCE : Two (2) years of experience in environmental control work including field investigations, inspection, and preparing reports on the environment or the preparation or review of Environmental Impact Statements.
NOTE : A Master's degree in one of the fields specified above may be substituted for one (1) year of the above experience.

License
