Scope of Eligibility

Open to permanent employees in a competitive title who work for the Division of Climate Change Mitigation & Monitoring and meet the requirements below.

Description

Under the general supervision of a supervisory official in a state department or agency takes the lead or may supervise, organize and assign technical or scientific work, including field and office studies, surveys, inspections or investigations associated with the enforcement of laws and / or regulations and environmental review and control work, organizes and makes tests and reports to assess Environmental impacts to include the physical, natural, and / or human environment and investigates environmental complaints concerning projects; conducts or supervises the processing of contract, grant and / or loan applications; does related work as required.

Specific to the Position

Position 1 :

The Environmental Specialist 3 for the Bureau of Air Monitoring is responsible for preparing filter-based and continuous particulate air monitors for field use at all NJDEP air monitoring stations by configuring communication protocol from the instrument to the NJDEP data acquisition system, checking the air flow to confirm it is within specifications. The ES3 will also perform regular quality control checks on the instruments, replace consumable parts, troubleshoot instrument malfunctions, and review data for validity. Additional responsibilities include performing review of the air quality data and quality control quarterly data before submitting to EPA, recommending corrective actions for instrument malfunctions, and preparing the annual particulate summary report.

Position 2 :

The Environmental Specialist 3 for the Bureau of Mobile Sources will manage data related tasks associated with numerous transportation regulations and processes to ensure that reports, inventory reports and bills are submitted on time. This candidate will supervise 2-3 staff that will be responsible for analyzing data and preparing reports for management. The candidate will also collaborate and coordinate with other managers within DEP as well as other agencies to ensure compliance.

Position 3 :

The Environmental Specialist 3 for the Bureau of Mobile Sources will supervise at least two staff who work on eMobility grant projects, ePlanning grants, and collaborate with NJ's transportation management associations and community groups on community-based transportation programs.

Position 4 :

The Environmental Specialist 3 for the Bureau of Mobile Sources will oversee the Diesel Modernization Program and supervise at least two staff who serve as grant officers and are responsible for reviewing grant applications, executing grant agreements, and processing reimbursements. This candidate will be responsible for ensuring grant agreements are executed in a timely fashion and in accordance with the requirements of each funding source.

Preferred Skill Set

Position 1 :

Knowledge of operation, testing and maintenance of filter-based particulate air monitors. The candidate should possess strong attention to detail and analytical skills.

Position 2 :

A candidate with strong analytical skills to review reports & analyze data, ensuring compliance with regulations & standards. Attention to detail is crucial for identifying discrepancies & maintaining documentation accuracy. The Ideal candidate will have transportation regulatory knowledge & apply it effectively in evaluating compliance. Organizational skills are vital for prioritizing tasks & managing many responsibilities. Effective communication is needed to convey complex information clearly

Position 3 :

A candidate with experience in engaging with community groups and regional organizations and experience in managing grant programs.

Position 4 :

Experience in managing grant agreements. Strong organizational skills are important for prioritizing tasks and managing multiple responsibilities concurrently.

Requirements

EDUCATION : Graduation from an accredited college or university with a Bachelor's degree in one of the Physical Sciences, Environmental Sciences / Studies, Chemical Sciences,

Biological Sciences, Environmental Planning, Physical Geography or in Civil Engineering, Sanitary Engineering, Chemical Engineering, Environmental Engineering, Mechanical Engineering, Agricultural Engineering, Mining Engineering, Industrial Engineering, or Bio-resource Engineering.

EXPERIENCE : Three (3) years of experience in environmental control work including field investigations, inspection, and preparing reports on the environment or the preparation or review of Environmental Impact Statements.

NOTE : A Master's degree in one of the fields specified above may be substituted for one (1) year of the above experience.

License

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
