EnCompass LLC is seeking a creative, dynamic, and innovative PIVOT Team Lead, Knowledge Management and Organizational Learning (KMOL) Specialist with organizational development, facilitation, and adult learning skills to shape and implement the Practical, Innovative, On-the-Job-Technical Support Climate Champions Programs (PIVOT CCP) and support the Agency’s climate-related knowledge management and organizational learning work.

The PIVOT CCP is a demand-driven, holistic, and immersive learning- by-doing approach to mobilizing Agency-wide strategies and priority frameworks in a brave, equitable, and engaging environment that encourages experimentation, reflection, and feedback.

The Team Lead will not only be building USAID Climate Champions within USAID missions around the world through the PIVOT Climate Champions Practicum and its future adaptations, and also helping to ensure that climate-related resources, tools and learning opportunities through CCS are fit for purpose and widely disseminated, understood, and utilized for maximum reach and utilization.

This person will be serving as an advocate and champion across the Agency for evidence-based adult learning, knowledge sharing, organizational learning, technical assistance, and capacity building experiences in support of climate action.

This full-time role will be fully embedded within USAID’s Bureau for Development, Democracy and Innovation (DDI) in the Climate and Cross-Sectoral Strategy Branch (CCS);

however, the position can be remote within the US in states where EnCompass is currently registered. Candidates must be legally authorized to work in the US for any employer without sponsorship and eligible to obtain and maintain facilities security clearance (i.

e. U.S. citizen or permanent resident).

The position is funded through the Technical, Operational, and Program Support (TOPS) contract, a United States Agency for International Development (USAID) funded institutional support contract for USAID’s Bureau for Development, Democracy, and Innovation (DDI).

Through this contract, EnCompass provides technical assistance to USAID in support of the Agency’s climate, environment, energy and infrastructure efforts.

Position Duties and Responsibilities

Essential functions include :

Lead all aspects of design and delivery of the PIVOT program. This includes : Serving as an advocate and champion for the program : Developing a vision for the PIVOT program and championing the importance of contributing to the Climate Strategy with CLA for change management and leadership Creating an environment of trust and support within which participants can learn and thrive Overseeing communications and outreach : Supervising the production and dissemination of PIVOT program communication and learning products while maintaining a high-level of engagement across the agency, the field, and USAID learning communities Leading quality and technical assistance efforts : Managing the annual application of lessons learned and leading the redrafting of the program description, socialize it with missions, lead a selection and interview process Serving as an in-house technical expert on innovative adult learning and capacity building approaches Carefully constructing and integrating DEIA practices into the PIVOT experience Developing and applying creative training design, facilitation, and delivery methods for in-person / virtual instructor-led, online training, and events Developing user-friendly resources, tools and experiences;

and experimenting with techniques for meaningful technical assistance and peer-to-peer engagements Facilitating PIVOT learning sessions Supervising consultants who support curriculum design and delivery, ensuring that designs are participant driven and applied in nature Providing coaching and support to program stakeholders : Building and supporting the network of internal stakeholders who collaboratively design, deliver and implement the PIVOT program.

This group includes but is not limited to mission team coaches, agency subject matter experts who teach in the program, a broad climate champions resource circle, and specific equity groups such as those who lead Climate Risk Management, Gender, Climate Justice, Private Sector Engagement and Democracy and Governance Supervising an independent evaluation of each cohort that tracks not only satisfaction and planned action, but also learning and the application of learning (Kirkpatrick level 3).

Identifying needed areas of programmatic improvement and applying lessons learned in support of continuous quality improvement

Support CCS more broadly with knowledge management and training needs : Developing a KMOL Strategy for CCS : Assess broader knowledge management and organizational learning needs of USAID climate community;

develop strategy, process, implementation and measurement for addressing highest priority needs for staff and implementers Overseeing monitoring, evaluation, and learning approach for knowledge management and organizational learning work and for holistic, whole of mission, team and individual capacity building and technical assistance interventions Overseeing the dissemination of knowledge and data via ClimateLinks

Position Requirements

Qualifications

Bachelor’s degree and 12 years of relevant experience. Or Master’s degree and 10 years of experience. Preferred areas of study include International Development, Economics, Public Policy, Public Health, Organizational Learning, Organizational Development, Business, Environment / Natural Resources Management or other climate-related fields.

Experience and Skills

  • Minimum of 10 years experience in the field of adult learning and development, including professional development, training, and / or coaching programs required
  • Experience consulting and / or providing superior customer service related to complex international development matters, including analytical, advisory, and training support, experience with USAID preferred
  • Expertise in leading knowledge management and / or learning efforts related to climate change, Familiarity with USAID climate priorities and efforts required
  • Expertise in the evaluation of organizational learning programs
  • Commitment to and experience in applying Diversity, Equity, Inclusion, and Accessibility (DEIA) best practices to measurably enhance learning and observable development
  • Excellent written and oral communication abilities, including the ability to effectively communicate technical subject matter to non-technical audiences
  • Exceptional ability to build effective working relationships colleagues, while working in multicultural environments
  • Proven track record in senior project and management-level skills, including, at a minimum : Strategic planning, organization, thought leadership, communications, relationship building, and problem-solving skills Leadership of project teams to deliver exceptional services on time, on scope, and on budget while successfully managing risk and stakeholder relationships Time management and task prioritization, while leading team to produce quality products and services within tight time constraints
  • Ability to obtain and maintain Facility Access Clearance
  • Ability to travel internationally up to 20-25% of the time
  • Experience working in developing country context preferred
