Position Overview The Contract Support Specialist provides comprehensive acquisition support to the VA’s Network Contracting Office (NCO 9), supporting the full procurement lifecycle from pre-award to closeout.
This role requires a strong working knowledge of federal acquisition regulations, policies, and processes, and the ability to work independently while providing advisory support to Contracting Officers and program offices.
This position is primarily remote, however, travel is required to the nearest VA Medical Center for onboarding tasks such as fingerprinting, PIV credentialing, and issuance of Government Furnished Equipment (GFE).
Key Responsibilities :
- Conduct acquisition planning, market research, and cost / price analyses.
- Draft and review statements of work (SOWs), performance work statements (PWSs), and solicitation documents.
- Assist in developing acquisition strategies and procurement packages to ensure compliance with FAR and VAAR.
- Review and analyze IGCEs and contractor pricing proposals; prepare price reasonableness recommendations.
- Support COs during evaluation, award, and post-award phases, ensuring contractual compliance.
- Prepare contract modifications, change orders, and delivery orders.
- Monitor contract performance, track deliverables, and assist with option exercises.
- Perform closeout activities, ensuring completeness and accuracy of all contract documentation.
- Provide guidance to junior team members and coordinate with stakeholders to resolve acquisition challenges.
Qualifications :
Education : Bachelor’s degree or 24 semester hours in business-related fields (e.g., accounting, finance, law, contracts, purchasing, marketing, management).Experience :
Minimum of three (3) years of relevant federal acquisition experience within the last five (5) years.Strong understanding of the federal acquisition lifecycle.Proficiency in acquisition systems such as eCMS, FPDS-NG, CPARS, and SAM.gov.Ability to conduct cost-benefit and price analyses.Ability to coordinate and assist with acquisition planning, strategy, and documentation.Familiarity with VA-specific procurement policies and procedures preferred.Must have a working knowledge of the following systems and applications :
