Transit Manager
Proudly serving the Frederick community, Transit provides essential transportation services to the County to connect people to employment, medical services, education, and more. Transit offers public transit, paratransit, and commuter assistance services throughout Frederick County, MD.
This position directs the daily management of fixed-route and paratransit operations to provide safe, efficient, and timely transportation services for the residents of Frederick County. Responsibilities include recruiting and training new staff, resolving customer concerns through review of surveillance footage, and coordinating with Transit personnel to oversee scheduling and meetings. Supervision is given to Transit operations staff; Supervision is received from the Superintendent, Transit Services.

The qualifications / requirements, knowledge / skills / abilities and physical requirements or working conditions described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
Ability to maintain County Authorized Driver privileges
Knowledge of NOVUS software, Tripspark Customer Scheduling Portal system, Microsoft office, NeoGov, COM, Infor Time and Leave, and Everbridge Alert systems
Knowledge of Federal, State, and local laws, regulations, and policies concerning public transportation services
Knowledge of communities, roads and public facilities in Frederick County and surrounding area, including the ability to effectively read maps, plan travel routes and provide travel directions to others
Ability to interpret and implement rules, policies and procedures
Accurate math and clerical skills, with ability to effectively calculate mileage, travel time, route time schedules, costs, etc.
Ability to effectively assign, train and follow-up on the work of others
Ability to effectively resolve schedule / route changes, service problems and other on-the-spot situations; to effectively organize and manage multiple priorities, and to effectively complete assigned duties in a fast-paced environment with many distractions and minimal supervision
Strong and effective written and spoken (English) communication skills, including ability to clearly present training materials, to conduct group and individual training sessions, and to utilize 2-way radio communications in accordance with FCC regulations
Ability to develop and maintain effective working relationships with co-workers and the general public, with special sensitivity to the needs and concerns of older adults and people with disabilities

Ability and willingness to complete other job-related training as required
Available for varied working hours / days as needed, including on-call after hours to resolve staffing issues, weather and service interruptions, vehicle accidents, etc.
Ability to satisfy all Department of Transportation requirements as they apply to periodic physical examinations and licensing standards
Required certifications must be maintained throughout tenure of employment
This position is subject to post-accident, reasonable suspicion, return to duty and random drug and alcohol testing
This position is considered "essential," therefore the employee is expected, when directed, to report for work in the event of a weather emergency (or other circumstances) when County offices closed
