Position Overview : Provides management and direction as an owner's representative on an industrial manufacturing building and associated infrastructure related scope. This building will support an advance manufacturing facility. Candidates should have managed projects in the range of $200M to $700M total installed costs.

Specific Responsibilities :

• Reviews and approves budget estimates and staffing assignment schedules on each project. Maintains appropriate staffing level, including temporary personnel, as needed. Reviews and approves staff forecasting reports.
• Manages overall efforts and coordinates with all project stakeholders, including engineering, procurement, construction and facility operation teams.
• Monitors the quality and progress of the project, ensuring that project requirements are satisfied. Works closely with project stakeholders to resolve any existing or forecasted problems related to resource, contractor's work, overall quality of work, schedule performance, or productivity.
• Establishes standards and procedures manuals. Recommends improvements to procedures.
• Recruits, interviews, and evaluates prospective staffing and subcontractors. Hires, offers personnel development, conducts performance evaluations, counsels employees, takes corrective actions (as required), and approves terminations. Ensures that new employees receive orientation on company policies and procedures.
• Supports pre-contract and business development efforts as required, serving as technical consultant.
• Develops the scope of engineering work, schedules, and budgets for the assigned project elements, and monitors progress to meet schedule and budget requirements. Identifies and documents changes in scope.
• Determines the scope of procurement work, schedules, and budgets for technical aspects of the contract and monitors progress. Interfaces with Procurement and Subcontracts to facilitate procurement coordination with vendors / subcontractors.
• Participates in bid analysis to help determine supplier availability and capability. Also, this position is required to manage a general contractor on behalf of project owner.
• Reviews work produced to ensure that applicable codes, standards, and procedures are followed and that quality is acceptable.
• Monitors productivity and technical proficiency of assigned technical personnel, and makes reassignments as project needs arise.
• Conducts performance evaluations, takes corrective action as necessary, and recommends salary actions. Also provides training and development opportunities for assigned personnel.
• Coordinates the utilization of interdisciplinary technical personnel on the project, as well as the assignment of personnel from other technical support groups within the company.
• Assists the Project Manager in planning, directing, supervising, and controlling the execution of technical, fiscal, and administrative functions of the project or study. Participates in determining the technical skills and staff hours required for successful completion of the project.
• Ensures client criteria and scope are met by all engineering disciplines.
• Expedites distribution of action items following discussions / meetings with the client and Project Manager.

Preferred Education / Experience : Bachelor's degree related field is required with 15+ years of relevant experience. Professional registration is preferred.

Skills / Competencies : Comprehensive knowledge of engineering principles and practices combined with a thorough knowledge of project management principles and practices. Current Industrial Manufacturing architectural and engineering principles and practices. Project and program management principles, processes and practices, including conceptual planning and all phases of design; Integration project and program management information systems, processes and reporting as it relates to control of scope, scheduling and cost. Construction techniques and practices, contract administration, and knowledge of general claim management. Knowledge of government regulations, legislation and standards, safety regulations and procedures applicable to the project. Sound judgement; highly developed time management, organizational, interpersonal, oral and written communication skills; excellent analytical and problem solving skills. Demonstrated ability to manage and work with multi-disciplined teams, deal with complex issues, and maintain effective working relationships. Demonstrated ability to motivate, influence and obtain cooperation from a diverse group of internal and external project stakeholders to achieve the goals and objectives of the project. PMP certification is preferred. Proficiency in the use of a PC and software applications related to the work (Microsoft Office).
