Plutonium Infrastructure Directorate Manager

The Associate Laboratory Directorate, Plutonium Infrastructure (ALDPI), at Los Alamos National Laboratory (LANL) manages the execution of major capital projects related to the infrastructure required to meet plutonium pit production deliverables. This is an opportunity for an exceptional project professional to work directly with senior leadership to ensure execution of the new Plutonium Infrastructure Directorate capital construction project portfolio. The Directorate is at the center of execution of capital projects in and around the Los Alamos National Laboratory's plutonium pit production facilities for U.S. nuclear weapons and is focused on sustaining the current stockpile; providing life extensions of the stockpile; and helping to ensure the safety, security, and effectiveness of the U.S. nuclear deterrent.

Reporting to the Pit Infrastructure Project-Program Director under the Senior Director for Line-Item Projects, this position is critically important to the safe and efficient implementation of programmatic elements. As a Manager of Projects 3 (MOP3), you will direct project resources in the execution of construction projects under ALDPI-LIP's Pit Infrastructure portfolio and assure performance against relevant prime contract elements. You will assign and manage field resources, provide training and mentorship for personnel on assigned scope, be responsible for interpreting design, interact directly with key project stakeholders, and assist with Integrated Safety Management (ISM). This position will report administratively to a MOP 4 or higher.

What You Need

Minimum Job Requirements :

  • Technical Leadership - Proven leadership and management of a technically oriented project management team in the execution of all levels of projects, including supervision and development of employees. Demonstrated experience managing programmatic elements for medium to large scale projects. Demonstrated successful experience identifying potential project risks, developing risk mitigation strategies and corrective actions, and recommending risk acceptance / avoidance for all aspects of a project.
  • Technical Excellence - Thorough knowledge and demonstrated experience managing nuclear facility and or programmatic project work. Project experience with DOE O 413.3B projects or equivalent system of requirements. Expert knowledge and expertise in the areas of construction, engineering, procurement, performance assurance, project risk management, or other project-related activities, including their interfaces and inter-dependencies. Advanced broad knowledge of industry standards. Experience and demonstrated skill in directing, planning, and scheduling functions, including schedule development, controlling and reporting on the status of the project, and analysis.
  • Management - Demonstrated ability to provide strong leadership, mentorship, prioritization, and management of assigned employees in a collaborative and participative environment to build strong teams. Demonstrated experience and skill developing and implementing organizational strategies and objectives.
  • Collaboration and Coalition Building - Demonstrated ability to establish and maintain strong and effective customer relations. Ability to promote an open and informal communication environment, to develop mutual trust and teamwork, and to facilitate employee self-development. Demonstrated successful experience interfacing with program, project, and line management to develop clear and executable action plans to address issues or needs.
  • Personal Leadership - Proven leadership and management in the following areas : personnel management, customer engagement, financial and schedule management.
  • Communication - Strong interpersonal, oral and written communication skills that includes reporting on project status to senior level management, project stakeholders, as well as regulatory inquiries.
  • Compliance and Security - Demonstrated experience developing and implementing plans or programs to meet or exceed contractual requirements, performance measures, regulations, and laws, including the proven ability to do so while operating within a highly sensitive national security environment.
  • LANL Operations - Familiarity with construction in and around nuclear facility operations or other highly complex, hazardous operations, particularly as it pertains to the Los Alamos National Laboratory Mission.

Education / Experience : Position requires a Bachelor's Degree from an accredited institution and 5 years related experience; or, an equivalent combination of education and experience directly related to the occupation.

Desired Qualifications :

  • Stakeholder relations - Experience working with federal customers, or representatives, at headquarters or field office level in a strategic manner to maximize satisfaction.
  • Experience working on integrated project teams in construction.
  • Active DOE Q clearance desired.
  • Project Management Institute Project Management Professional (PMP) certification or equivalent desired.
  • The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

    Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

    Due to federal restrictions contained in the current National Defense Authorization Act, citizens of the People's Republic of China-including the special administrative regions of Hong Kong and Macau-as well as citizens of the Islamic Republic of Iran, the Democratic People's Republic of Korea (North Korea), and the Russian Federation, who are not Lawful Permanent Residents ("green card" holders) are prohibited from accessing facilities that support the mission, functions, and operations of national security laboratories and nuclear weapons production facilities, which includes Los Alamos National Laboratory.

    This position may require 24 / 7 coverage, which could involve working a shift schedule. Employees may be eligible for shift differential pay when assigned by their manager. Shift assignments are at the discretion of the manager.

  • This position is subject to DOE Order 426.2, Personnel Selection, Training, and Qualification Requirements for DOE Nuclear Facilities, which establishes entry-level requirements to ensure candidates selected for specific positions can successfully perform the requirements of the job. The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.
