RESPONSIBILITIES

  • Support the Project Director in developing and implementing overall project strategies, resource allocation processes, and performance reporting to ensure achievement of results.
  • Maintain responsibility for overall operations management of the Project, including oversight of activities of the Project management staff based in the US and abroad and ensuring effective, regular, and productive communication and collaboration with all project staff.
  • Provide financial management, operations and administration oversight of the award and of the implementation of program activities.
  • Oversee all operational activities and teams including finance, accounting, procurement, operations, grants, human resources, office administration, and property management.
  • Responsible for the management and adherence to policies and procedures for all operations functions of the activity including organizations requirements as well as donor and country government requirements.
  • Prepare and / or review monthly financial reports and tools (including budget tracking, obligation tracking, field financial accounts, accruals reports, donor reports) and ensure to update and monitor annual budget, review variations and share ensure timely submissions.
  • Oversee the development and approval of all country-based workplans and budgets ensuring feasibility, consistency with best practices and Project and Mission priorities.

Troubleshoot implementation issues and identify solutions related to personnel, workload or coordination in collaboration with other senior leaders.

  • Provide coaching and mentoring to Project staff to improve the quality and breadth of project engagement and provide leadership and professional development of direct reports.
  • Serve as a liaison with country mission clients and facilitate effective country program management and delivery with the program support team.
  • Support the Project Director to troubleshoot project implementation issues, bringing together relevant actors to identify potential solutions.
  • Serve as project representative for the client / donor when designated by the Project Director.

QUALIFICATIONS

Has a Masters’ degree in business, management, finance, international development, public health, or a related field with at least twenty (20) years’ experience in global public health and development, including senior-level management positions and experience managing large (>

$10 million dollars life of award budget) and complex (at least two health and development technical areas) projects implemented by multi-partner consortia, OR a Bachelor’s degree in business, public health, communication, or a related field with at least twenty-five (25) years’ experience in international health and development, including in senior-level management positions and experience managing large and complex projects implemented by multi-partner consortia.

  • Has at least five (5) years’ in-country experience managing health and development programming in the Global South.
  • Has a demonstrated record of recruiting, managing, and developing personnel for large and complex projects.
  • Has a demonstrated record of overseeing / managing USG funding support to country-based, non-governmental organizations / civil society organizations to design and implement health and development programming.
  • Has at least five (5) years’ experience managing the reporting and compliance requirements for large health and development contracts / subcontracts or agreements / sub-agreements that serve clients in LMICs funded by the U.S. Government.
  • Has experience interacting with U.S Government agencies, including overseas offices.
  • Excellent written and oral communications and negotiating skills.
  • Fluency in English with strong oral and written communication. Professional fluency in other languages preferred e.g., French, Spanish, Portuguese, Arabic.

Position is contingent upon USAID award to JSI.

Salary commensurate with experience.
