SENIOR MANAGER, CONTRACT ADMINISTRATION (ACQUISITION MANAGEMENT SERVICES)
Base pay range : $114,816.00 / yr – $172,224.00 / yr

Manages contract administration and compliance activities related to solicitations and procurements while developing staff to contribute toward delivery of safe and responsible public transportation solutions for contracts, supplies, and equipment.

Examples of Duties
- Directs assigned staff in the negotiation, daily administration, and review of contracts for construction, professional, support, and technical engineering projects and systems to ensure conformance with Metro procedures, specifications, and applicable regulations.
- Develops and implements project assignments, contract administration goals, objectives, procedures, and work requirements.
- Operates within an integrated project delivery team requiring coordination of contract administration efforts in support of several functional departments.
- Develops internal controls to maintain compliance of procurement activities in accordance with policies and procedures.
- Oversees preparation of Requests for Proposals (RFPs) and Invitation for Bids (IFBs); prioritizes RFPs and Requests for Information and Qualification (RFIQ); oversees bid process and proposal analysis; coordinates review of change orders, modifications, and payments; and oversees contract completion and termination process.
- Reviews and recommends approval for awarding contracts.
- Negotiates new contract awards and change orders by preparing detailed cost analysis and pre-negotiation plans.
- Tracks cycle time of change orders for compliance with Metro Construction Change Order Policy.
- Reviews and approves new award and change order negotiation plans developed by assigned staff, including assessments of cost analyses.
- Participates in project teams to address issues and concerns that may affect delivery schedules and other contractual obligations.
- Plans, directs, and communicates work requirements and schedules to support staff; monitors contract work to ensure that design and construction schedules are met.
- Monitors and initiates action to resolve problems and disputes; provides guidance in resolving and negotiating claims and develops claim avoidance plans; reviews, monitors, and plans the acquisition of equipment, materials, and selecting contractors.
- Analyzes issues and prepares reports, recommendations, and communications to the Board of Directors and other committees.
- Supervises, trains, and motivates assigned staff.
- Communicates and implements safety rules, policies, and procedures in support of the agency's safety vision and goals; and maintains accountability for the safety performance of all assigned employees.

Required Qualifications
Education :
Bachelor's Degree in Business, Economics, Public Administration, Construction Management or a related field; Master's Degree in a related field preferred.Experience :
Six years of relevant experience or three years of relevant supervisory-level experience performing contract administration work (pre- and post-award); experience administering major engineering and / or construction contracts preferred.Certifications / Licenses / Special Requirements :
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions preferred.Professional certification from National Contract Management Association (NCMA), American Production and Inventory Control Society (APICS), Institute for Supply Management (ISM), or equivalent preferred.Preferred Qualifications
Experience leading, training, and providing mentorship to subordinates.Experience resolving disputes and providing guidance on contract negotiations and claims.Experience developing, and presenting reports and contract recommendations to the Board of Directors and / or committees.Experience leading and overseeing contract negotiations, managing solicitation packages from IFBs (invitation for bids), RFPs (request for proposals), and RFIQs (request for information and quotations), and conducting detailed analysis of each.Experience performing comprehensive market cost and / or price analyses to support procurement and contracting decisions.Essential Knowledge
