GENERAL STATEMENT OF DUTIES :

The Building Official, under general direction of the assigned supervisor, monitors, implements and enforces all regulations and ordinances related to building codes, zoning, subdivision and floodplain and any other general health or safety matters under the jurisdiction of the City. This position is also responsible for performing technical and administrative functions relating to plan review, permitting and inspection of new and existing structures and field inspections of construction projects to ensure adherence with approved plans, and compliance with municipal, state and federal building codes and regulations. The Building Official is responsible for monitoring specialty inspections performed by third parties and serving as the City Floodplain Manager. This position will be regularly required to interact and coordinate with the Fire Marshal, Code Enforcement personnel, and Public Works department staff to complete and assist with various code compliance activities such as abatements of unsafe structures or other related code enforcement activities, city projects or community development. This position may also serve as a staff liaison between various related boards and commissions, such as ZBA or Historic Board. This position may supervise staff as assigned.

ESSENTIAL DUTIES AND RESPONSIBILITIES :

The Building Official is responsible for ensuring that public health and safety regulations pertaining to the construction, renovation, or removal of structures are observed in a fair and ethical manner. The Building Official is also charged with the following duties :

  • Review construction plans for compliance with building codes and other adopted regulations of the City.
  • Issue permits for buildings, plumbing, heating and air conditioning, electrical, signs and floodplain development.
  • Inspect and supervise the inspection of new and remodeled work in progress.
  • Conduct or supervise field and administrative investigation into potential violations of municipal codes, ordinances and regulations
  • Issue "stop orders" for work orders and notices of violations of municipal codes, ordinances and regulations.
  • Prepare statistical reports pertaining to inspection, building, code activity and other related activities.
  • Supervise or conduct final inspections for issuance of certificates of occupancy.
  • Assist City Council, and City Boards and Commissions in administrative and technical areas pertaining to Building Code related matters.
  • Assist the Director of Development Services in daily activities and any special projects.
  • Maintain files and records related to all building permits issued, inspection activities and other related activities.
  • Prepare correspondence, memoranda in support of daily activities.
  • Review floodplain development permits.
  • Demonstrate high ethical standards, trustworthiness, and personal integrity.
  • Performs such other duties as may be assigned.
  • Regular and punctual attendance is required.

REQUIRED KNOWLEDGE, SKILLS. AND ABILITIES :

  • Knowledge of applicable federal, state, and local laws, regulations, policies, and ordinances.
  • Knowledge of State and Federal accessibility requirements.
  • Extensive knowledge of International Code Council model codes and the National Electrical Code.
  • Comprehensive knowledge of principals and standards of building and subdivision plan review.
  • Comprehensive knowledge of construction and inspection practices relating to building construction, drainage and flood control.
  • Working knowledge of floodplain program procedures and requirements.
  • Working knowledge of computerized permit processing and project management.
  • Ability to provide professional and courteous customer service.
  • Ability to express oneself clearly and concisely, both orally and in writing, and to firmly, tactfully.
  • Ability to objectively interpret and enforce building code requirements and other adopted regulations.
  • Ability to read and interpret construction plans and specifications.
  • Ability to present effectively to varying audiences, including City leadership and the public.
  • Ability to use the computer and applicable Microsoft Office software.
  • Ability to plan and schedule work and implement directives without constant supervision.
  • Ability to present a professional appearance and conduct when representing the city.
  • Ability to prepare inspection reports or business correspondence and maintain related records.
  • Establish and maintain effective working relationships with fellow employees, contractors, property owners, officials and the general public.
  • MINIMUM EDUCATION AND CERTIFICATIONS :

  • HS Diploma or its equivalent (GED).
  • Minimum 5 years related experience in residential and / or commercial inspection, or general construction experience.
  • Any equivalent combination of experience and training which provides the required knowledge, skills, and abilities and satisfies state statutes.
  • Texas Plumbing Inspector's License is required.
  • ICC Certification as a Residential Energy Code Plan Reviewer is required to be obtained within 1 year of employment.
  • Certified Flood Plan Manager is required to be obtained within 1 year of employment.
  • Sufficient technical training to conduct inspections relating to building construction
  • Valid Texas Driver's license with an insurable record is required and must be maintained.
  • ICC Certified Building Official preferred, but not required.
  • ICC Certifications relating to inspection and plan review preferred, but not required.
  • Licensing as an OSSF inspector preferred, but not required.
  • PHYSICAL DEMANDS AND WORKING ENVIRONMENT :

    Work is performed in indoor and outdoor environments. Employee is regularly required to sit, stand, and walk for extended periods of time; is required to reach, stoop, kneel, crouch, crawl, climb, push, pull, or balance; occasionally is required to work at high elevations, in trenches and tight spaces. This position requires medium to heavy physical work requiring the exertion of fifty (50) pounds of force occasionally, up to twenty (20) pounds of force frequently, and up to ten (10) pounds of force constantly to move, lift and push objects.

    While performing the duties of this job, the employee regularly works in outside weather conditions. The employee occasionally works in excavations and roadways and is occasionally exposed to wet and / or humid conditions, fumes or airborne particles, toxic or caustic chemicals, risk of electrical shock, and vibration. The noise level in the work environment is usually moderate to loud.
