Job description

Accounting And Record Keeping Specialist

Under the supervision of a higher classified employee, performs complex accounting and record keeping transactions within the FOC. This position requires an understanding of specific accounting operations and procedures, general enforcement policies and procedures, and related court procedures. It requires a high degree of accuracy and a significant amount of independent judgment in addition to accounting skills. As a customer service representative, explains departmental policies and procedures, processes customer requests in an efficient and effective manner.

Essential Duties:

Opens, updates, and closes accounts according to court orders, departmental policies and standard procedures. Notifies clients of account status and necessary procedures. Prepares and corrects records accordingly, maintains records with a high degree of accuracy.

Answers general public inquiries regarding the accounting, enforcement, and court procedures. Assists the clients in understanding the accounting system, its relationship to enforcement as a whole and resolving accounting issues relevant to their particular case.

Participates in administrative hearings with respect to resolving accounting issues and establishing protocols governing particular cases.

Processes DHHS/TANF certifications and decertifications on accounts, assigns support to the state, requests DHHS/TANF refunds and makes subsequent adjustments.

Processes state and federal tax intercepts, prepares receipt comments.

Assists departmental staff with respect to accounting questions on particular cases and accounting procedures in general.

Makes necessary adjustments to the accounts including, but not limited to, direct credits, 18-year-old/graduation adjustments, social security adjustments, parenting time abatements, and any other occurrences which require an adjustment to the account balance.

Prepares and processes Income Withholding Notices and modifications to income withholding pursuant to account adjustments.

Attends department, staff, and special meetings as requested or required.

Audits account records for miscalculations, improper credit, overcharges, improper disbursement of funds, and other errors.

Prepares paperwork necessary for UIFSA and URESA (interstate) enforcement or support modification purposes and communicates with other state IVD agencies.

Responsible for scheduling bench warrant recalls; generates and distributes notices for all bench warrants; monitors the status of existing bench warrants; prepares documents for all bench warrant hearings.

Prepares documents for employer enforcement, liens, license suspension, FIDM, and felony warrants.

Schedules evaluation, mediation, and referee hearings.

Performs related accounting, enforcement, and scheduling duties as required.

Represents the County in meetings with community agencies, mental health professionals, educational organizations, and the public. Makes presentation to the Board of Commissioners and others as required.

Provides direct client services in crisis, complex or difficult situations. Hold emergency referee hearings and resolves grievances.

Uses standard office equipment including a computer terminal in the course of the work.

May drive a County or personal vehicle in the course of the work.

Employment Qualifications:

Knowledge, Skills, and Abilities:

General bookkeeping techniques.

Investigative techniques and methodologies relevant to collections and support enforcement.

Computer applications related to work.

Operating standard office equipment, including personal computer, fax machine, calculator.

Community resources.

Problem resolution and decision making while dealing with people under extreme stress.

Communicating with clients, law enforcement and other governmental agencies.

Licenses/Certifications:

Possession of a valid Michigan Vehicle Operators License

Physical Demands:

Duties require sufficient mobility to work in a normal office setting and use standard office equipment including a computer, vision to read printed materials and a computer screen and hearing and speech sufficient to communicate in person or over the telephone.

Education:

Possession of a high school diploma. Two (2) years of college preferred with some courses in accounting, business management, and psychology.

Experience:

Three (3) years of experience as a bookkeeper, account clerk, cashier, or equivalent. One (1) year of demonstrated, satisfactory experience in dealing with the public in difficult situations.
