Job description

Construction Coordinator

This role includes two job opportunities with the City of Garland: Construction Coordinator and Sr. Construction Coordinator.

Summary: Responsible for ensuring compliance with internal policy of construction program parameters for Community Development Department and Neighborhood Vitality Department, including client intake and all regulations concerning housing and construction projects.

Pay Range: $25.77 - $29.06 (Depending on qualifications and experience)

Essential Duties and Responsibilities include the following. Other duties may be assigned.

  • Acquire relevant documentation from clients in application process and ensure complete application file for approval by supervisor.
  • Create site specific environmental review of the property for federally funded projects
  • Conduct initial on-site inspection with the property owner to document minimum housing issues, pictorial documentation, and the needs as well as the priorities of the client. and complete a needs & priorities client list, while maintaining regulatory requirements.
  • Coordinate lead-based paint testing protocols with licensed risk assessor to meet regulatory requirements for review with the Construction Supervisor to establish a comprehensive scope of work for required remediation.
  • Establish a comprehensive scope of work for contractors on which contractors can bid on the project.
  • Create and audit case files, including inspection records, plans and specifications and provide technical assistance to resolve issues.
  • Work with the Construction Supervisor to finalize the scope of work and to schedule the bid process.
  • Work with the Procurement department to open bidding, schedule the walk through for the contractors, close and evaluate the bid for award recommendation.
  • Create case accounts for each project, as well as purchase orders for expenditure tracking of transactions.
  • Schedule inspections, coordinate work between property owners and contractors, and collect necessary closing documentation.
  • Maintain and audit project files, both hard copy and electronic, for project close out.

Minimum Qualifications

  • High School Diploma or General Equivalency Diploma (GED)
  • 2 years related experience

Or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.

Preferred Qualifications

Education/ Experience:

  • 6 months advanced study past the high school level
  • 2-4 years experience in housing inspections, code inspections home construction or renovation, or similar experience Property/Construction management, project coordination and construction experience
  • Bi-Lingual

Knowledge, Skills & Abilities:

  • Basic understanding for reporting and recording in software databases
  • Comprehensive knowledge of basic business practices
  • Comprehensive knowledge of standard inspection codes
  • Comprehensive knowledge of state, local and federal housing regulations
  • Skill in operating a personal computer
  • Skill in Microsoft Office (Word, Excel, Outlook)
  • Ability to adapt to variable working conditions

Licenses and Certifications

  • Valid Class C Texas driver's license

Sr. Construction Coordinator

Pay Range: $27.66 - $31.24 (Depending on qualifications and experience)

Essential Duties and Responsibilities include the following. Other duties may be assigned.

  • 4 years' related experience or 2+ years' experience in the Community Development Housing Inspector position

Or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.

Preferred Qualifications

Education/ Experience:

  • 3-5 years experience in housing inspections, code inspections, home construction or renovation, or similar experience
  • Property/Construction management, project coordination and construction experience
  • Bi-Lingual

Knowledge, Skills & Abilities:

  • Comprehensive knowledge of basic business practices
