The Work You Will Do :
Contract Analyst III – Finance and Administration / Administration / Procurement
This is a professional position located in the Commodities and Contractual Services Unit, involved in the procurement of and contracting for contractual services and commodities acquired for Central Office and Statewide as needed. This position manages the procurement / contracting process to insure quality commodities / services are obtained at a fair price, with open competition, equitable awards, and that utilization of Minority Business Enterprises / Disadvantaged Business Enterprises is accomplished in accordance with law, rule, and applicable Department of Transportation (DOT) policy, procedure, and practice.
Additionally, this position is responsible for ensuring that modifications to complex contracts are
within the terms, conditions, and intent of the original agreement and solicitation.

Your Specific Responsibilities :
Implement procurement processes necessary to acquire commodities and contractual services through formal and informal methods of procurements and exempt methods of procurement as defined by law. Implement contracting principles, procedures, and processes related to the preparation and review of solicitation documents, posting of contract advertisements, conduct negotiations, contract documents, vendor’s quotes / bid proposals / replies, contract award, contract renewals, contract modifications, extensions, and close-outs. Verify funds availability at time of advertisement and execution. Coordinate the preparation of solicitation documents and addendums. Verify and confirm responsiveness of vendor’s proposals / bids. Seeks appropriate approval from DOT representatives, Department of Management Services, contract vendor, or others as specified in policy, procedure, and practice. Coordinate the scheduling of Technical Review Team meetings, Selection Committee meetings, pre-bid / preproposals / reply meetings, oral presentations, negotiations, reading of technical scores, and price proposal openings in accordance with procedure.
Administer contract maintenance. Prepare and manage supplements, amendments, time extensions, change orders and renewal of contracts. Coordinate procurement and administrative actions with the Department’s Equal Employment Opportunity Office (EOO) to encourage utilization of qualified Disadvantaged Business Enterprises (DBE), Minority Business Enterprises (MBE), and small business firms.
Conduct informal training sessions for project managers, cost center managers, and / or vendors to improve understanding of the Department’s procurement process. Participate in statewide meetings, conferences and training, as required, to perform job responsibilities.
Assist project managers in the resolution of vendor performance and contract compliance issues.
Review contracts for validity of pending action and follow through with timely, appropriate action.
Coordinate and manage the Agency / District Term Contracts to provide a constant and economical source of supply for materials, supplies, equipment, and services.
Acquire commodities and contractual services under bid threshold through informal quote, proposal, and single source processes through the state’s eProcurement system MFMP.
Obtain competitive quotes / proposals as requested, either by telephone or in writing.
Compile and provide tracking / production data as requested in various forms and maintains procurement files.
