Construction Inspection Manager

Are you passionate about ensuring quality and safety in construction projects? The City of Salinas is looking for an experienced and dedicated Construction Inspection Manager to join the team. Summary of Duties: This classification is responsible for management and oversight of the daily activities and operations of inspection services for the Public Works Department; supports the Department in implementing activities related to ensuring compliance with City standards and pertinent construction and labor codes; provides guidance and construction management support for capital projects; performs complex inspections and coordinates and provides technical assistance on assigned activities with other divisions, departments, and outside agencies.

Distinguishing Characteristics: This is a managerial level position in the Public Works Department. This position is distinguished from lower-level positions in its responsibility, expertise, and overall direction of the division and requires the use of considerable independent judgement and initiative with minimum supervision. Supervision Received and Exercised: Receives general direction from the Assistant Public Works Director/City Engineer or designee. Exercises supervision over assigned professional, technical, and clerical staff.

Essential Job Functions

Oversees, plans, and supervises the functions and activities of inspection services for public infrastructure within the Public Works Department, including roadways, utility systems, building, electrical, mechanical, and plumbing inspections for capital projects, construction inspection, code compliance and the City's labor compliance program.

Oversees the inspection of projects for compliance with the City Standards and Code, Caltrans standards, Building Codes, and Federal, State and local regulations.

Assists in the development and implementation of department goals, objectives, policies and priorities.

Develops, drafts, and implements division policies, procedures, and staff reports.

Provides assistance to the other Public Works divisions.

Assists the Assistant Public Works Director/City Engineer in the preparation and administration of the Division's budget.

Maintains fiscal records regarding inspection performance measures.

Supervises, trains, motivates and evaluates assigned staff. Establishes performance and productivity standards for staff and ensures proper completion of performance reviews; recommends employee hiring, promotion and disciplinary actions to the Assistant Public Works Director/City Engineer.

Researches and analyzes divisional needs and implements recommendations to improve programs and carry out policies.

Resolves disputes, problems or complaints involving assigned activities.

Drives to inspection sites to assist inspectors as needed.

Inspects complex projects to ensure the proper application of construction methods and materials in accordance with the applicable codes.

Establishes, improves, and coordinates inspection procedures of the City, and evaluates the need for and develops plans and schedules to implement system improvements.

Presents before City Council, commissions, public agencies, business and civic groups, and other organizations as required.

Researches and reviews new editions of the codes as they are published and ensures compliance.

Oversees and prepares monthly reports of activities of inspections. Compiles and prepares annual reports providing statistical information concerning inspections and related activities.

Prepares Requests for Proposals, evaluates proposals, and manages contracts with contractors and consultants.

Manages inspection and reporting to ensure NPDES permit compliance.

Manages and maintains records as mandated by State law regarding labor compliance.

Promotes and maintains safety in the workplace.

Performs related duties as assigned.

Minimum Qualifications

Knowledge of: Principles, practices, and methods related to construction, utility, structural, electrical, plumbing and mechanical systems; Legal procedures involved in enforcing labor compliance; Principles and practices of uniform building, plumbing, mechanical, and electrical codes, Caltrans standards, and City standards and ordinances; Building construction methods, materials, and proper inspection methods; Principles of supervision, training, and performance evaluation; Principles and practices of public administration, project, and budget management; Principles of organization, administration, budget, and personnel management; Principles and practices of modern office management; Research methods and procedures; Conflict resolution skills.

Ability to: Oversee the inspection functions of the Department including providing assistance in the preparation and oversight of budget, staffing, work plans, and major projects; Analyze and interpret complex plans, specifications, laws, and regulations; Identify and resolve complex organizational, procedural, and technical problems; Plan, organize, establish, direct and maintain cooperative relations with public and private organizations; Supervise, train, and evaluate subordinate professional, technical, and clerical staff; Effectively organize tasks, plan time, and meet deadlines; Promote the mission, values and standards of the Department, particularly in the area of customer service; Exercise discretion and independent judgment; Plan, organize, monitor, and evaluate subordinates' work assignments to accomplish unit objectives; Communicate effectively in technical and non-technical terms, both verbally and in writing; Deal tactfully and effectively with the public, civic and community groups, and public officials; Accurately interpret and make decisions pertinent to Federal, State, and local codes, laws, and regulations.

Education and Experience: Bachelor's degree from an accredited college or university in Engineering, Construction Management or related field and five (5) years of construction inspection experience on public infrastructure, including two (2) years of supervisory experience. A High School diploma and four (4) years of experience performing construction, building and/or related inspections on public infrastructure may be substituted for a Bachelor's degree. A valid State of California Driver's License. Must obtain a Certified Public Infrastructure Inspector (CPII) certification from the American Public Works Association within twelve (12) months of appointment.

Meet with public and community individuals and organizations on use of technology programs. Instruct public and staff on technology services and programs. Business office working environment subject to sitting at a desk or standing at a counter for long periods of time, bending, crouching, or kneeling at files, pushing/pulling of file drawers and supplies, reaching in all directions and prolonged periods of time working at a computer or other technology equipment. Travel for training, meetings, and/or to visit various facilities within the city. May work irregular hours including evenings and weekends. Employee must complete SB 1343 Sexual Harassment Prevention Training within six months of appointment and every two years thereafter.
