Job Title

The incumbent independently researches, analyzes, and develops all aspects of acquisition policy for professional work involving the lifecycle acquisition of all FAA programs for all phases of the Acquisition lifecycle process. Performs policy and guidance research and analysis and prepares draft policy, guidance, forms, and other documentation for the Federal Aviation Administration's (FAA's) Acquisition Management System (AMS). Applies innovative thinking to develop and improve FAA acquisition policy and guidance.

Collaborates with senior personnel on AMS policy, and may work with or advise management and program officials on specific policy issues that impact Agency performance or strategic goals. Works with senior team members and management to resolve complex acquisition problems; prepares and presents briefing packages to senior leaders and executive policy boards.

Acts as a principal contributor of a team and performs leadership functions for small projects/programs or other work activities. Applies experience and comprehensive knowledge applicable to acquisition policy, guidance, and operating procedures and practices to plan and accomplish assignments independently in terms of project/work planning, time management, and resource management in accomplishing tasks or projects.

As a Subject Matter Expert (SME) the incumbent works with team members, as well as internal and external stakeholders, to ensure agency policy and guidance support FAA's ability to acquire and maintain all of the products, services and real property it needs to meet its mission, including complex major air traffic system programs. The Analyst also manages and develops the content of automated tools and job aids for the acquisition workforce. Develops and provides advice on agency-wide acquisition policy and guidance. Applies a comprehensive knowledge of legislation, regulations, methods, and acquisition best practices. Supports change management actions associated with updates to policy, methods, and best practices.

The incumbent develops and recommends approaches to address anticipated issues. Reviews and evaluates proposed changes to policy and guidance suggested or drafted by others and participates on special projects and working groups related to acquisition concerns. Assists in providing policy interpretation and responses to external audits and stakeholder inquiries. Work assigned may cross different functional areas and/or multiple organizations.

Performs legislative and policy research and analysis and authors policy, guidance, forms, and other documentation for the Federal Aviation Administration's (FAA's) Acquisition Management System (AMS). Applies innovative thinking to develop and improve FAA acquisition policy and guidance (unique because the FAA is exempt from the Federal Acquisition Regulation) to best serve the FAA's need for an acquisition system that enables the FAA to acquire and maintain all of the products, services, and real property the FAA needs to meet its mission, including complex major air traffic system acquisition programs. Researches and analyzes acquisition related laws, policy, guidance, best practices, and lessons learned and collaborates with practitioners and stakeholders in drafting, socializing, refining, and finalizing policy and guidance materials. Reviews and evaluates proposed changes to policy and guidance suggested or drafted by others and participates on special projects and working groups related to acquisition concerns. Provides policy interpretation and assists with oversight activities and responses to external audits and inquiries.

Typical assignments may include: providing guidance to less-experienced professionals; leading large project/program teams; defining and developing internal policies and procedures; predicting potential issues and proposing preventive actions.
