THE POSITION
The Public Health Nurse (PHN) Manager serves a vital leadership role within the Solano County Health & Social Services Department. This position is responsible for planning, organizing, and directing the work of professional and support staff engaged in one or more public health programs, while serving as a clinical and administrative resource for a multidisciplinary team that provides comprehensive health, social, and behavioral health services to the community.
The PHN Manager assists in the development and implementation of goals, objectives, policies, and procedures , and assumes significant responsibility for the preparation, oversight, and administration of assigned budgets and contracts. The position ensures that all program activities are completed efficiently and in compliance with applicable laws, regulations, and County policies.
Key Responsibilities :
- Plan, organize, and oversee the work of licensed and non-licensed staff within assigned programs.
- Develop, monitor, and manage program budgets and service contracts.
- Ensure compliance with state, federal, and County public health laws, regulations, and standards.
- Participate in staff recruitment, selection, training, and performance management.
- Develop and maintain program policies, procedures, and quality assurance measures.
- Represent the department and Public Health Nursing in agency and community partnerships, serving as a resource and advocate for community health initiatives.

EDUCATION AND EXPERIENCE
Experience : Three (3) years of general public health or mental health nursing experience, depending on area of assignment, which includes one year of supervisory and / or program coordinator responsibility.
Education / Training : Bachelor's degree is required from an accredited college or university in Public Health, or Nursing administration. A Master's degree is desirable.
