The Department of Children and Families’ Office of Quality and Innovation serve as a catalyst for elevating performance statewide to support positive outcomes for Florida families. The Office of Quality Office and Innovation seek collaborative, action-focused, and transparent professionals dedicated to quality customer service to help support a team of quality reviewers.

This position is responsible for conducting quality reviews to support the continuous quality improvement of Adult Protective Services (APS) statewide. Reporting to the Quality Review Supervisor, the reviewer evaluates APS systems of care and performs objective case reviews to assess the quality, consistency, and effectiveness of services provided to vulnerable adults experiencing abuse, neglect, exploitation, or self-neglect. The Reviewer delivers structured, data-informed feedback to operational leaders to promote accountability, best practices, and enhance outcomes and safety for adults being served by the APS system.

This position is not a remote position. The work location will be determined based on the selected candidate.

This position exercises independent judgment within established review frameworks and operates under the guidance of the Quality Review Supervisor.

How will you make an impact:

This position evaluates APS across the state and provides findings to leadership to support oversight and improvement. Core duties include:

  • Conduct reviews of APS investigations and related activities across the state to assess service quality, statutory compliance, and overall effectiveness in protecting vulnerable adults.
  • Prepare and deliver clear, timely reports of findings to leadership and stakeholders, including identified strengths, deficiencies, and recommendations for improving APS practice and outcomes.
  • Review documentation and provide findings to operational staff to support practice consistency, service quality, and continuous improvement within APS programs.
  • Participate in the design, development, and refinement of quality review tools, instruments and methodologies aligned with leadership priorities, evidence-based practices, and departmental performance metrics for APS.
  • Maintain ongoing communication and collaboration with the Quality Review Supervisor and review team to ensure consistency, accuracy, and alignment in review activities.
  • Engage with APS staff, regional representatives, community partners, and other stakeholders through meetings, interviews, and focus groups to gather feedback and inform quality improvement efforts.
  • Ensure critical deficiencies identified during quality reviews are escalated and communicated to designated personnel within established time frames.
  • Collaborate with the Office of Quality and Innovation analytics team to support accurate data analysis, interpretation of findings, and meaningful reporting of APS review outcomes.

Qualifications:

  • Demonstrated professional experience in social work, psychology, public health, protective services, or a related human services field required.
  • Experience working in APS or related programs serving vulnerable adults, including investigations of abuse, neglect, exploitation, or self-neglect.
  • Experience assessing human services programs or APS operations to ensure quality, compliance with statutes and policy, and effective outcomes for adults at risk.
  • Experience preparing reports, presenting findings, or providing recommendations to leadership or stakeholders to support improved practice and service delivery.
  • Experience collaborating with multidisciplinary teams, community partners, or service providers involved in supporting vulnerable adults.

Knowledge, Skills and Abilities:

  • Knowledge of APS statutes, rules, policies, service requirements, and statewide operating procedures related to the protection of vulnerable adults.
  • Understanding of evidence-based and promising practices in protective services, investigations, case management, and interventions that support safety, stabilization, and improved outcomes for adults at risk.
  • Experience assessing and monitoring APS program operations, including both system-level reviews and case level evaluations for quality, compliance, and effectiveness.
  • Understanding of continuous quality improvement principles and the ability to integrate quality processes into APS practice and program operations.
  • Ability to apply systems thinking to operational decisions and maintain a holistic, integrated approach to assessing APS workflows and outcomes.
  • Agility and adaptability in applying and designing quality review approaches and instruments to ensure objective, valid and reliable findings with APS programs.
  • Strong critical thinking, analytical, and problem-solving skills to effectively evaluate complex situations involving vulnerable adults.
  • Excellent written and verbal communication skills, including the ability to manage difficult conversations, resolve conflicts, and convey findings clearly to diverse audiences.
  • Proficiency in Microsoft Word and Excel.
  • Ability to manage multiple projects, prioritize tasks, and work collaboratively with staff, leaders and partners to drive improvements.
