Job Description

  • Leads efforts to build and support a strong public health workforce at the Louisiana Department of Health, Office of Public Health (OPH).
  • Oversees an agency-wide workforce needs assessment including the use of qualitative and quantitative data to understand the health of the organization and the well-being of its people and to drive strategy and program development.
  • Connects and convenes both internal and external stakeholders in developing and implementing innovative initiatives.
  • Develops and convenes an internal workforce committee to ensure collaboration on key workforce initiatives across the agency.
  • Develops responsive plans to build and support the public health workforce based on the needs assessment, committee recommendations, and national best practices.
  • Works closely with the workforce team in the Office of Public Health (OPH) Bureau of Planning and Performance to coordinate and implement workforce strategies.
  • Establishes and develops relationships with academic institutions across to connect students with practicum opportunities within the Office of Public Health.
  • Serves as main point of contact for workforce-related reporting requirements under the Public Health Infrastructure Grant;

participate in grant-related and other conferences, meetings and communities of practice pertaining to workforce development.

  • Identifies and implements best practices and improved strategies for recruitment and outreach to marginalized groups for recruitment.
  • Serves on OPH’s Health Equity Action Team (HEAT) to advise and collaborate on innovative strategies to advance equity, diversity and inclusion across the agency, particularly as it relates to the employee lifecycle.
  • Works closely with OPH leadership, the existing OPH workforce team, and LDH Human Resources to integrate new workforce initiatives with existing programs and plans and to shape the overall vision and plan for advancing the agency’s culture and workforce.
  • Serves as subject matter expert, thought partner, coach and / or mentor on workforce development for OPH bureaus.
  • Effectively monitors and evaluates workforce initiatives using data to inform ongoing improvements.
  • Other tasks as directed.

QUALIFICATIONS

REQUIRED :

  • Bachelor’s degree.
  • Minimum 5 years of professional experience with organizational leadership including development and implementation of workforce development strategies.
  • Minimum 5 years of professional experience with planning and implementing professional development opportunities.
  • Minimum 5 years of professional experience conducting, analyzing and / or utilizing results from workforce needs assessments.
  • Proficient in Microsoft Office programs and project management tools such as Monday.com.
  • Excellent communication, planning, project management, and networking / partnership development skills.
  • Demonstrated ability to collaborate with various partners, such as employers, community organizations, educational institutions, and government agencies.

DESIRED :

  • Advanced degree in public health, human resources, workforce development, organizational development, or a related field.
  • Minimum 6 years of professional experience with organizational leadership including development and implementation of workforce development strategies.
  • Minimum 6 years of professional experience with implementing professional development opportunities.
  • Minimum 6 years of professional experience conducting, analyzing and / or utilizing results from workforce needs assessments.
  • Relevant industry certifications.
