The selected candidate will be offered a salary between $190,000.00 - $195,000.00. Candidates who are permanent in the title of administrative construction project manager, administrative staff analyst, or administrative manager are also encouraged to apply. The Administration for Children's Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community. The Division of Administration provides a wide range of support services throughout ACS to ensure all Divisions receive adequate and efficient support services to carry out their respective missions. The Division of Administration (Admin) employs approximately 463 public employees. Admin manages a Personnel Services (PS) Budget of approximately $29M and an Other Than Personnel Services (OTPS) Budget (OTPS) of $140M. It provides services including building maintenance, real estate, design, construction management, facilities and custodial services, occupational safety and health, operational support, security, transportation, and print production. ACS seeks an outstanding candidate to serve as the Associate Commissioner for Design, Construction, and Facilities Management. The Division provides critical support to the agency by ensuring that all ACS facilities are designed, constructed, and maintained to provide safe, functional, and efficient environments for staff, youth, and families. The Associate Commissioner will oversee both the Office of Real Estate, Design, and Construction, Facilities Management (RED+CFM) and Detention Construction and Building Operations. RED+CFM provides a functional and safe work environment for all ACS staff by managing the design and construction of more than 43 administrative offices across the five boroughs, as well as the Nicholas Scoppetta Children's Center (NSCC). RED+CFM also ensures that administrative offices, secured detention centers, non-secured detention centers and the NSCC remain safe and adequate for both staff and clients, utilizing the Trades Shop to complete work requests across all ACS divisions. In alignment with these functions, Detention Construction and Building Operations oversee the day-to-day administrative and operational responsibilities of the Facilities and Skilled Trades Team at each detention site. This unit also manages contracted construction project delivery, coordinates with city agencies, and ensures the comprehensive and timely execution of construction projects and routine maintenance of varying scale and complexity. Additionally, the unit is responsible for all detention-related facility matters including design, construction, maintenance, and repairs ensuring that detention spaces meet programmatic needs and comply with safety standards. Detention Construction and Building Operations also partner closely with the Department of Design and Construction to ensure new projects are delivered on time, within fiscal parameters, and in alignment with ACS priorities.
