CalOES is the nation's premier state-level emergency management and homeland security agency, charged with protecting the people of California from all threats and hazards.

The Deputy Director of Recovery is a gubernatorial appointee that leads the State of California’s post-disaster recovery operations ensuring rapid and comprehensive support to California communities.

The position also oversees statewide resilience and mitigation programs that increase the state’s ability to withstand and lessen impacts of disasters.

This position directs multiple disaster recovery programs, oversees professional staff, and manages contracts, equipment, and personnel to ensure mission readiness for recovery operations.

Within the core recovery programs are the Public Assistance and Individual Assistance functions, Hazard Mitigation, Recovery Support Functions, and the CA Wildfire Mitigation Program.

Duties Include :

  • Directing all California disaster recovery operations
  • Coordinating state resources, coordinating with the federal government
  • Following declared disasters
  • Joining the Federal Emergency Management Agency (FEMA) leadership to operate the Joint Field Office (JFO) as the hub of recovery operations
  • Oversee the state’s component of recovery field operations
  • Establishing and ensuring a communication link exists with the California State Warning Center.
  • Providing support 24 hours a day and acting as the point of contact for state and federal coordination including mission request tasking of resources and staff.
  • Notifying and briefing Executive Management of significant events.
  • Briefing / Updating Executive Management of proclamations received and / or any changes to existing proclamations.

In addition to being an organizational leader, the Deputy Director is responsible for :

  • Establishing and maintaining Recovery Operations policies and procedures that are in concert with Cal OES’s mission and supporting legislation, and ensuing personnel and equipment capability through training and exercises.
  • Overseeing a complex budget, contracts, technology platforms, and equipment assets that must be continuously mission ready.
  • Working closely with leadership of Cal OES Directorates, state agencies, federal government, and local government to ensure recovery and mitigation roles, responsibilities, and requirements are clear and understood through planning forums and work groups, documented procedures and plans, and lessons learned from events.
  • Representing Cal OES when in contact with the Governor’s Office; officials of federal, state, and local governments; members and staff of the legislature;

the news media; and the public.

Performing the function of the Executive Duty Officer (EDO). The EDO serves as the operational lead on behalf of Cal OES Executive Management.

Executive level management serves on a rotational basis throughout the year.

Desirable Qualifications :

  • Experience in an executive capacity with responsibility for emergency management recovery operations and program administration.
  • Demonstrated leadership experience in policy development and management, as well as planning, organizing, and directing diverse teams in providing emergency recovery operations.
  • Demonstrated ability to establish productive working relationships with employees, executive leadership, and state, federal, and local governmental entities to achieve departmental goals and objectives.
  • Strong interpersonal / communication skills, and management and leadership skills to ensure successful performance in an executive role.
  • Excellent communication and problem-solving skills
  • Knowledge of applicable state and federal laws, policies, and processes governing the state civil service system (including employee / employer relations, employee training and development, and Equal Employment Opportunity);

state purchasing and contracting; and emergency functions.

Disclaimer :

During disaster recovery operations, the Deputy Director is expected to work beyond a normal schedule, with extensive hours exceeding 12 hours per day, 14 consecutive workdays, with only a day or two, at the maximum, of time off during a deployment.

The Deputy Director is expected to work effectively and cooperatively under stressful conditions, and work weekends, holidays, extended, and rotating shifts (day / night).

Statewide travel may also be required for extended periods of time and on short notice. The Deputy Director may be required to perform the function of the Executive Duty Officer (EDO).

The EDO serves as the operational lead on behalf of Cal OES Executive Management. Executive level management serves on a rotational basis throughout the year.

Working Conditions :

  • Telework - This position is eligible for a hybrid work schedule which includes up to two days of remote work per week. Additional in office days may be required based on the business need.
  • DMV Pull Program - Participation in the DMV Pull Program is required. The position(s) require(s) a valid Driver’s License (DL).

Conflict of Interest - This position is designated under the Conflict-of-Interest Code and is required to complete Form 700 within 30 days of appointment.

Salary Range :

$13,574.00-$15,119.00 per month.
