Duty Description Establishes policy and oversees the coordination and synchronization of the joint exploitation and management of CEM requirements, doctrine, policy, organization, training, material, logistics, architecture, standards, and funding.

The Senior Advisor will advise the Director, Special Programs on a range of topics and portfolios associated with joint exploitation and management of CEM, DOMEX, and forensics.

To ensure that DoD maintains an enduring, holistic, global forensic capability that includes an expeditionary capacity, necessary reach back, appropriate forensic expertise, and infrastructure needed to support the range of military operations performing these duties, the incumbent is responsible for :

1. Assessing the need, currency, and efficacy of the program in satisfying warfighter, acquisition, research and development, intelligence, operational, and training requirements, ensuring that they are incorporated into the prioritization process and reflected in the planning and implementation of Joint Exploitation of CEM activities, to include the Defense Forensics Enterprise and DOMEX.

2. Establishing and executing multiyear program budgets for the Joint Exploitation of CEM; Defense Forensics; and DOMEX Enterprises in accordance with DoD Directives and Instructions.

3. Serving as the principal DoD point of contact for congressional matters affecting expeditionary exploitation; DOMEX; and Forensics, in consultation with the Assistance Secretary of Defense for Legislative Affairs and in coordination with appropriate Service and Agency congressional affairs along with DoD FMP.

4. Developing and providing oversight for the implementation of Joint Exploitation policy, programs, plans, and guidance for warfighting support to the CCMDs.

5. Providing oversight to the Defense Intelligence Agency, National Media Exploitation Center; Army, Defense Forensics & Biometrics Agency;

USSOCOM Expeditionary Exploitation; Combatant Commands and other DoD entities that participate in joint exploitation of CEM efforts.

6. Oversees international agreements and arrangements established by the DoD Components for activities related to the joint exploitation and management of CEM.

7. Advises the Joint Requirements Oversight Council and Joint Staff on matters related to the joint exploitation and management of CEM to inform concepts of operations, capabilities-based assessments, and joint capability requirements.

8. In coordination with DoD FMP, maintaining capabilities to support contracting, funding mechanisms, logistics, and budgeting procedures for the joint exploitation and management of CEM, as required for approved program execution decisions.

9. Coordinating with the DoD FMP in a manner that will enable timely resolution of DoD and Combatant Commander critical information and operational requirements.

10. Supporting the execution of CEM Governance processes, to include the Joint Exploitation of CEM Executive Committee, Defense DOMEX Council, and Forensics Executive Committee.

11. Serving as the DoD Director of Forensics per DoD Directive.

12. Serving as the NATO Head of Delegation for Battlefield Exploitation.

Minimum Qualifications Required 1. Expert in intelligence and operational strategy development, planning, programming, and budget execution for enterprise programs and ability to lead people toward meeting the enterprise's strategic change through clearly articulated vision, mission, and goals.

2. Expert ability to work successfully with senior officials (civilian, military, and foreign government) exhibiting the ability to meet organizational goals and make decisions that produce high quality results by applying technical knowledge, analyzing problems, and calculating risks.

3. Extensive knowledge and understanding of the DoD, the Intelligence Community (IC), Inter-agency partnership's structure, to include related policies, requirements, organizations, and decision-making processes.

4. In-depth ability to lead a diverse enterprise and coordinate a variety of activities being accomplished concurrently by building coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, or international partners to achieve common goals.

5. Skill in communicating complex issues and information to senior-level officials (e.g., OSD, Joint Staff, Congresspersons and related Committees, National Security Council, NATO) and subordinates.

3. Apply military support concept to the direct oversight of DoD exploitation and CEM.

techniques to the oversight of DoD exploitation and CEM projects.

5. Understand the role of Congress in intelligence resourcing and how oversight leads to

the efficient execution of resources for the Department.

6. Oversee DoD exploitation and CEM activities and use proper USD(I&S) authorities during coordination with inter-agency partners.

7. Learn OSD action officer basic staffing options and generate techniques to ensure

senior leader decision making.

8. Develop congressional-level DoD exploitation briefings, reports and information papers.

9. Represent USD(I&S) in national and international forum where exploitation, technical exploitation and / or battlefield evidence is a topic of interest or concern.
