DIRECTOR HUMAN RESOURCES

Reports to : President of Administration Department : EXECUTIVE

MAJOR FUNCTION :

Develops Human Resources policies and programsfor the entire company. The major areas covered are organizationalplanning organizational development employment indoctrination andtraining employee relations compensation benefits safety and healthand employee services.

Originates Human Resources practices andobjectives that will provide a balanced program throughout alldivisions. Coordinates implementation through Human Resourcesstaff.

Reports to the President of Administration as the rankingHuman Resources executive in the company. Assists and advisessenior management on Human Resources issues.

COMPETENCIES :

  • Formulates and recommendsHuman Resources policies and objectives for the entirecompany.
  • Determines and recommends employeerelations practices necessary to establish a positiveemployeremployee relationship and promote a high level of employeemorale.
  • Identifies legal requirements andgovernment reporting regulations affecting Human Resourcesfunctions (e.g. OSHA EEO TEFRA ERISA Wage and Hour).

Monitorsexposure of the company. Directs the preparation of informationrequested or required for compliance. Approves all informationsubmitted.

Acts as primary contact with labor counsel and outsidegovernment agencies.

Protects the interests ofemployees and the company in accordance with company HumanResources policies and governmental laws and regulations.

Approvesrecommendations for terminations. Reviews employee appeals throughcomplaint procedure.

Directs a process oforganizational planning that evaluates structure job design andmanpower forecasting throughout the company.

Coordinates activitiesacross division lines. Evaluates plans and changes to plans. Makesrecommendations to senior management.

Directsa process of organizational development that primarily addressessuccession planning throughout the company. Coordinates activitiesacross division lines.

Establishes wage and salary structure pay policiesperformance appraisal programs employee benefit programs andservices and company safety and health programs.

Monitors foreffectiveness and costs containments.

  • Establishes standard recruiting and placement practicesand procedures. Reviews variances to schedules. Interviewsexecutivelevel candidates.
  • Establishes inhousemanagement training programs that address company needs acrossdivision lines (e.g. Performance AppraisalInterviewing).
  • Defines all Human Resourcesprograms and authority / responsibility of Human Resources and linemanagement within those programs.

Provides necessary education andmaterials to line management and employeesworkshops manualsemployee handbooks standardized reports.

  • Oversees implementation of programs through HumanResources staff. Monitors administration to standards. Identifiesopportunities and resolves discrepancies.
  • Selects and coordinates use of Human Resourcesconsultants insurance brokers insurance carriers pensionadministrators training specialists labor counsel and other outsidesources.
  • Conducts a continuing study of allHuman resources polices programs and practices to keep topmanagement informed of new developments.
  • Directs the preparation and maintenance of such reportsas are necessary to carry out functions of department. Preparesperiodic reports to top management as necessary orrequired.
  • Formulates and administratescompanyunion agreements when applicable. Represents the company inmatters of daytoday negotiations as provided for in variousagreements between the company and the union.
  • Keep CEO and Sr Executive management informed ofsignificant problems that jeopardize the achievement of objectivesand those which are not being addressed adequately at the linemanagement level.
  • Ensures that alldocumentation and procedures are maintained in regards to ISOpolicies relating to Environment Management System and QualityManagement System.

ADDITIONAL RESPONSIBILITIES :

Assumes other duties asassigned.

EDUCATION :

Bachelors degree or equivalent in Humanresources. Specialized training in organizational planningcompensation and preventive labor relations.

PREREQUISITES FOR THEJOB :

  • Affiliations with successful companies who practiceeffective Human Resources Management.
  • Generalist background with board knowledge of employmentcompensation organizational planning employee relations andtraining and development.

Welldeveloped administrative skills.Strong management skillsprinciples and people. Experienced workingwith more than two divisions.

  • From eight (8)to ten (10) years experience gained through increasinglyresponsible management positions within Human Resources.
  • A minimum of three (3) years recent experience as the topHuman Resources executive of a company with 800 to 1000 employeesin a manufacturing and office environment.
