The Town of Brookline, is seeking an experienced professional to act as the Operations Manager for our Public Buildings Division.

  • The Operations Manager perform supervisory and administrative work to ensure the efficient operation, maintenance, improvement and repair of all Public buildings (town and school) owned and operated by the Town of Brookline;
  • works closely with the Energy Systems Manager regarding Heating, Ventilation and Air-Conditioning (HVAC) work and Energy Conservation projects;

and all other related work as required.

Essential Functions :

  • Participates with the Deputy Director of Operations in long-range planning and establishing priorities for the operations, maintenance and projects of the Department.
  • Coordinates a town-wide building preventive maintenance program and preventive maintenance projects, may collaborate with the Energy Systems Manager on related projects.

Oversees and coordinates all Building Maintenance activity and serves as a liaison between the General Foreperson and the Deputy Director of Operations.

Assists in the monitoring the Department's budgets and annual expenditures; prepares purchase orders; plans for procurement of supplies and materials;

studies and implements procedures and methods of inventory controls.

Supervises the work of department employees (regular and seasonal) engaged in the maintenance, repair and construction of all municipal buildings.

Plans and organizes work activities; participating in hiring; conducts orientations; recommends disciplinary action to the Deputy Director of Operations.

Makes available technical training to employees.

Employs methods of work designed to promote and maintain safety and well-being and to instill safety awareness; teaches awareness of hazards and safety prevention;

performs regular safety checks and takes prompt corrective action as needed.

Keeps abreast of the latest technology, procedures, methods, systems and materials employed or used in the industry; makes recommendations to the Deputy Director of Operations.

Participates in the industry's professional organizations and professional development.

Assists the Deputy Director of Operations in the competitive bidding process to ensure compliance with applicable regulations;

prepares specifications; reviews bid proposals and interviews prospective contractors and consultants; monitors and evaluates contractual services for compliance with specifications and applicable conditions.

  • Communicates effectively and regularly with the Deputy Director of Operations to keep them aware of all ongoing operations, situations and events.
  • Assists in the development and justification of the Divisions budget and programs; ensure effective budget management; tracks ongoing spending of the general operating budget;

Maintains records and prepares reports as needed and recommends improvement in procedures and methods.

  • Develops the planning of procedures, objectives, accountability, equipment acquisition, maintenance programs, data processing systems and inventory controls.
  • Anticipates and prepares for the seasonal requirements of the Department; ensures equipment operation at peak efficiency at all times.
  • Performs off-hour and emergency tasks or other duties as necessary. Maintains communication with Department via cell phone, pager or other electronic devise at all times and may be called back to work for emergencies.
  • Performs duties common to all supervisory positions as well as those incidental to assigned duties as required.
  • In the absence of the Energy Systems Manager assists with coverage.
  • Performs similar or related work as required.

Qualifications :

Education, Training, and Experience :

Associates degree in engineering; Bachelor's Degree in engineering or business helpful; five to seven years' related experience in facilities management, project engineering, and / or supervision of building design and renovations;

minimum of three years' experience in a supervisory capacity; or an equivalent combination of education, training, and experience.

Special Requirements :

Possession of a Massachusetts Class D valid motor vehicle operator's license required, MCPPO Certification.

Knowledge, Ability and Skill :

Knowledge : Thorough knowledge of the materials methods and techniques of building maintenance. Considerable knowledge of the materials, methods, safety precautions and techniques relative to building operations, and repair and maintenance programs.

Knowledge of public bidding process. General knowledge of state building codes, including health / fire safety codes.

Ability : Ability to plan, schedule and review the work and performance of others in a manner conducive to proficient performance and high morale.

Ability to read, understand and interpret plans and specifications. Must be highly organized; ability to plan effectively and work on multiple projects.

Ability to perform budget management and analysis. Ability to write a variety of documents, including correspondence, proposals, and other persuasive and informative materials.

Ability to resolve conflicts and maintain harmonious working relationships throughout the organization and with other agencies and departments.

Ability to take initiative and apply considerable ingenuity and practical knowledge to interpret and resolve new, unusual, or particularly troublesome situations.

Skill : Interpersonal skills to effectively interact with other town employees and the general public. Skill in operating above mentioned equipment.

Consensus / teambuilding skills. Computer skills for word processing, presentations, spreadsheets, and data tracking. Excellent supervisory skills.
