Job Description

Job Title : HR Business Partner

Base Salary : $115,000 - $135,000 based on skill and experience

Location : Seattle / Tacoma, Washington (Multiple clinic sites)

Work model : Hybrid, generally 3 days onsite at clinics and 2 days remote

Reports to : Director, People & Culture, Community Care

Job Summary :

As an HR Business Partner (HRBP) with Indigenous Pact, you will play a vital role in supporting the mission-driven work of care communities and their mobile operations. This is an opportunity to make a meaningful impact by ensuring our employees are empowered to provide exceptional member care. Reporting to the Director, People & Culture, Community Care, you will assist with people strategies that align with our commitment to community health and well-being.

In this role, you will serve as a trusted advisor to clinic leadership and staff, driving employee engagement and organizational effectiveness through expert support in employee relations, leadership coaching, and workforce planning. While the primary focus will be We Care Daily Clinics, this role may expand to support other Care Community clinics as organizational needs grow.

This individual will play a critical role in ensuring compliance with Washington State and federal labor laws, tribal employment laws, and tribal preference policies. The HRBP will partner closely with leaders to navigate day-to-day challenges, coach on progressive discipline, and support respectful and inclusive workplace practices.

Key Responsibilities

Employee Relations & Compliance

  • Lead investigations into employee concerns, complaints, and policy violations, ensuring fair, timely, and legally compliant outcomes.
  • Provide guidance to leaders on progressive discipline, corrective action, and policy application.
  • Partner with leadership to address sensitive or complex employee situations, ensuring alignment with organizational values, tribal law, and applicable employment laws.
  • Monitor workplace climate and proactively recommend interventions to support positive culture.

Leadership Coaching & Support

  • Serve as a strategic thought partner for clinic leaders on handling difficult conversations and improving management practices.
  • Provide coaching on leadership skills, employee engagement, and building high-performing teams.
  • Support leaders in implementing HR policies consistently and effectively.
  • Workforce & Talent Planning

  • Partner with recruiting to ensure alignment with tribal preference hiring practices and compliance requirements.
  • Assist with workforce planning and headcount management, ensuring the right staffing levels to meet member and clinic needs.
  • Support pre-hire and onboarding and integration of new hires into clinic operations.
  • Tribal & Community Partnerships

  • Ensure HR practices align with tribal employment laws and policies.
  • Promote and uphold tribal preference hiring practices, supporting Indigenous employment opportunities.
  • Build respectful, collaborative relationships with tribal partners and community stakeholders.
  • Other Duties

  • Travel to other clinics (Spokane : approximately every other month; Tumwater : as needed) to provide onsite HR support.
  • Actively contribute to People & Culture team projects that strengthen HR shared services across clinics.
  • Required Qualifications

  • Bachelor's degree in Human Resources, Business Administration, or related field (or equivalent experience).
  • 7+ years of progressive HR experience, with at least 4 years focused on employee relations and investigations.
  • Demonstrated expertise in Washington State and federal employment law.
  • Proven ability to lead sensitive investigations and resolve complex workplace issues.
  • Strong knowledge of progressive discipline models and performance management best practices.
  • Demonstrated success coaching leaders and facilitating difficult conversations.
  • Ability to travel to multiple clinic locations as needed.
  • Preferred Qualifications

  • Experience supporting tribal communities, including understanding of tribal employment laws and sovereignty.
  • Knowledge of tribal preference hiring practices.
  • Healthcare or community-based services HR experience.
