POSITION SUMMARY

The incumbent serves as a senior Procurement Analyst and advisor with responsibility for assessing, developing, and implementing procurement policies, procedures, deskbooks, guides, acquisition advisories, and processes.

As such, the incumbent performs highly complex analysis and evaluation of contracting matters and issues. Identifies and resolves problem areas and presents sensitive and / or controversial recommendations.

Advises senior management in strategic planning, strategic sourcing, procurement performance metrics, and policy matters.

Leads team(s) on special projects or studies. POSITION DUTIES

This position is located in Washington, DC and is with the Chief Financial Office (CFO). This position is responsible for performing the following duties :

Analyzes, develops, and implements procurement policies, procedures, deskbooks, guides, and processes. Interprets contracting policies and procedures and renders advice and guidance to project / program managers and contracting officers.

Evaluates and recommends improvements in contracting policies, procedures, and instructions to management and higher authorities.

Utilizes procurement expertise in advising senior management in strategic planning, strategic sourcing, procurement performance metrics, and policy matters.

Applies expert judgment and ingenuity in interpreting regulatory guidance and providing recommendations or making decisions.

Plans and advises on implementation of new ideas, procedures, processes, methods or approaches of substantial scope and difficulty.

Reviews, evaluates, and provides specific guidance concerning contracting policies and procedures relative to interdepartmental purchase coordination, government purchases and contracting officer representative matters.

Leads training, workshops, public relations and customer outreach efforts and provides guidance in support of Agency customers.

Hosts briefings and discussions to evaluate effectiveness of current programs, feasibility of future programs and development of planning efforts.

Serves as a senior program representative in working groups and committees and when necessary, leads ad hoc teams to plan and develop strategies and policies.

Designs and implements effective communication strategies to accomplish change management. Leads team(s) on special projects or studies of considerable scope and depth critical to the resolution of unusual or difficult program issues and problems.

Performs other duties as assigned. ASSESSMENT FACTORS

4. Develops and enhances collaborative partnerships with Agency leadership to drive efforts to identify or create strategies to address needs, challenges, or to advance corporate goals.

5. Works as a team member and leader, sharing information with colleagues and others across the Agency and Intelligence Community on best practices and lessons learned. HIGHLY DESIRED SKILLS

1. Ability to guide junior staff in understanding Agency, DoD and Federal business and industry policies and regulations relevant to their work.

2. Expertise in facilitating meetings, training sessions or focus groups for information sharing. lessons learned, and problem solving.

3. Experience in negotiating and awarding contracts consistent with Agency contracting practices and reviewing contracting actions of others to ensure they are consistent and align with Agency, DoD, and IC policies.

This position is considered an Acquisition Workforce (AWF) position under the Defense Acquisition Workforce Improvement Act (DAWIA).

Accordingly, the position's occupant must be certified with the appropriate DAWIA certification based on mission requirements for the position.

If the selectee does not currently possess the required DAWIA certification upon entry into the position, selectee will be given 36 months to achieve certification.

This position requires DAWIA Contracting Professional Certification.

DIA employees applying for a position in a foreign area must be eligible for assignment to or within the foreign area as noted in DIAI 1404.

Employees currently assigned to a foreign area are ineligible for consideration if selection will cause them to exceed the time limitation for foreign area service or, conversely, the employee will not satisfactorily complete their period of obligated service within 6 months of the closing date of this announcement.

More than one permanent change of station move within a 12-month period is not considered to be in the interest of the government for the purposes of relocation at Government expense.

DUTY AT OTHER LOCATIONS

May be required to perform duty at other operating locations.

DEPLOYMENT / MOBILITY STATEMENT

All DIA employees are subject to world-wide deployment to crisis situations and are subject to geographic relocation in accordance with agency guidelines.

SHIFT WORK

Availability for shift work, extended hours, and travel may be required for this position.

RELOCATION COSTS

Relocation expenses in connection with a permanent change of station may be authorized in accordance with the Joint Travel Regulations and at agency discretion.
