Under the direction of the Vice President, Disbursements, the Manager, Accounts Payable is responsible for directing and managing the operational activities of the high-volume Accounts Payable function. Investigates and addresses escalated complex payment issues and vendor complaints while also determining timing of payments to vendors while ensuring compliance with the Gaming Commission's Tribal Gaming Minimum Internal Controls (TICS) and the Gaming Commission Regulations (GCR).
ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Directs accounts payable operations, processes and strategies, meeting all deadlines and related responsibilities in support of the enterprise and the strategic vision of the Tribe.
2. Leads a diverse team to consistently meet deadlines while cultivating a customer-focused culture that prioritizes the needs of both internal and external stakeholders.
3. Manages all month-end / year-end accounts payable requirements within assigned timelines including accruals and closing accounts payable in addition to assisting with internal / external audits and ad-hoc reporting.
4. Develops, implements, updates, approves and enforces accounts payable policies and procedures, and applicable desktop procedures.
5. Collaborates with all department leaders to streamline processes and ensure proper paperwork flow concerning invoices and accounts payable related activities.
6. Participates in the selection and implementation of new accounting software and upgrades to accounting systems.
7. Controls the process for the weekly payment runs to ensure consistency and timely payments to vendors, including cutting checks, wires and automated clearinghouses (ACH). Manages Automated Clearing House (ACH) and wire templates using the online banking system.
8. Reviews and verifies that vendors (subject to special reporting requirements) are reported timely to ensure compliance with state and governmental agencies. Monitors independent contractor and California Form 592 reporting.
9. Collaborates with department leadership on short and long-term goals, objectives and plans that affect the Accounts Payable function.
10. Performs other duties as assigned to support the efficient operation of the department.
SUPERVISORY RESPONSIBILITIES
Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring and training employees; planning, assigning reviewing and directing work; evaluating and appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Makes hiring decisions and designs individual development plans with succession planning in mind for all key roles.
