The Oregon Department of Environmental Quality has a full-time opportunity available for a YDO Coordinator (Administrative Specialist 1) in Portland, Oregon. Please consider joining an innovative team, and work to advance our agency's mission to protect and improve Oregon's environmental quality.
The Oregon Department of Environmental Quality is the primary regulatory agency of the government of the U.S. State of Oregon responsible for protecting and enhancing the state's natural resources.
You will coordinate and administer tasks associated with the Underground Storage Tank (UST) Program, ensuring accurate and timely completion of UST permitting and Service Provider licensing. Work will include reviewing Your DEQ Online (YDO) submittals; reviewing and processing new installation applications; explaining laws, rules, and procedures to the public and staff; reviewing applications to decommission unregistered underground storage tanks; entering information into databases; reviewing owner modification submittals; responding to inquiries; drafting letters; managing electronic program documents using Oregon Records Management Solution (ORMS); and tracking field citations and corrective action statuses. In addition, you will review and process license applications; maintain licensing and underground storage tank databases; and serve as the primary contact for UST licensing matters, providing technical assistance as needed and referring complex inquiries to technical or regional staff.

What are we looking for?
Minimum Qualifications : 2 years of secretarial or basic administrative support experience that included records processing, generation of documents, and gathering and sorting data.
Candidates who are most competitive will also reflect the following desired attributes :

- Excellent verbal and written communication skills; ability to provide clear, concise, and compelling communication of policy and technical information tailored to the needs of diverse audiences.
- Strong organizational and time management skills with an ability to switch priorities or projects seamlessly; high aptitude for learning new things and an ability to pay attention to detail.
- Experience with databases, including entering data, running reports, and maintaining data integrity; experience performing data entry accurately; ability to pay attention to detail; familiarity with various DEQ Databases such as YDO, JIRA, etc.
- Experience with records management; experience maintaining electronic and hard-copy files; experience using software for records management.
- Demonstrated customer service skills; ability to act professionally and courteously with internal and external individuals, including coworkers, managers, other staff, and members of the public in-person, via e-mail, and via phone.
- Experience researching, analyzing, interpreting, explaining, and providing guidance on data, guidance, laws, rules, policies, and procedures, as well as experience processing requests for information.
- Proficient in Microsoft Office : Word, Excel, Outlook, Access, and PowerPoint.

This position will be based out of DEQ's Headquarters office in Portland; however, the successful candidate may be eligible for hybrid work. DEQ will provide necessary hardware (laptop, monitor, keyboard, mouse, and cell phone) for an employee to successfully work from home. At DEQ sites, you will have access to a workspace, however, it may be shared with other employees.
There will be occasional travel on official State business for meetings, trainings, conferences, seminars, and public hearings, some of which may include evening work, weekend work, and / or overnight stays.
