Job description
Position Summary

The Campus Security Officer provides safety, security, and emergency response services to the Bellevue College campus community. They are responsible for enforcing college policy, procedures, and appropriate state laws as outlined in the Public Safety Department protocols as directed by the Director of Public Safety. Campus Security Officers are responsible for monitoring and patrolling the grounds and buildings of the college campus and for ensuring campus buildings are locked and unlocked at their scheduled time. They perform standard crime, fire/life safety, and accident prevention duties including investigation authorized by a supervisor and documentation of incidents using college and departmental reporting software. They serve as essential personnel and provide the college support during times of emergency. Customer service is a primary function of a Campus Security Officer. Many of their duties include calls for service such as vehicle assists, door access, etc. They are also responsible for parking enforcement.

We currently have two open positions. Positions will be assigned to the "swing" and "graveyard" shifts, typically between 3:00pm to 11:00pm, and 9:00pm to 7:00am. Because Public Safety operates 24/7, management may adjust an officer¿s schedule to meet operational demands¿assigning Day, Swing, or Grave shifts¿in accordance with the Collective Bargaining Agreement.

Pay, Benefits & Work Schedule

Position Salary Range: $50,388/year - $67,668/year

The salary information shown above is a general guideline only. The salary will be determined based on candidate's qualifications and related experience, as well as market and business considerations. Individuals newly hired to Classified position are placed in a salary range based on the WPEA Collective Bargaining Agreement.

We offer comprehensive compensation package with salary and benefits as the main components. Competitive salary is within the Range stated above, and commensurate with qualifications and experience. Generous benefits package is offered through Washington State plans that includes multiple medical, dental, life and disability coverage choices for employees and dependents; choices of retirement and deferred compensation plans; paid holidays, sick, and vacation plans; transit program, reduced tuition, employee discounts and memberships, etc.

The employee is scheduled to work 40 hours per workweek. This is a Classified, overtime eligible position and represented by the Washington Public Employee Association of Higher Education (WPEA-HE).

About the Department

The Bellevue College (BC) Public Safety Department¿s well-trained and courteous staff provides personal safety, security, crime prevention, preliminary investigations, and other services to the campus community, 24 hours a day, 7 days a week. The Public Safety staff provide non-violent crisis intervention during incidents or confrontational situations. All Public Safety staff are trained in basic CPR and emergency response for major incidents (e.g., Weather Conditions, Earthquake, Medical Emergency, Power Failure, Fire, Evacuation Procedures, Acts of Violence, Hazardous Substances, Bomb Threats, Weapons Use or Threats).

The BC Public Safety Department acts as the first responder for all criminal incidents, provides general patrol of campus facilities and property, investigates collisions, manages traffic safety and parking, coordinates emergency preparedness planning, and provides crime prevention programs. The department responds to all reports of fire and/or medical aid, working in support of the Bellevue Fire Department.

Essential Functions

Patrol campus buildings and grounds on foot, bike or by vehicle to maintain safety and security

  • Ensure adherence to institution rules and regulations, local, state, and federal statutes, and ordinances.
  • Lock and unlock buildings per the college schedule.
  • Contribute to a work environment that embraces diversity, equity, inclusion, and civility.
  • Patrol buildings and grounds and observing, reporting, and intervening in safety or security related situations including fire hazards, property damage, or other irregularities.
  • Provide customer service to campus community.
  • Maintain the ability to respond quickly to various locations throughout the campus by walking, running, and or climbing stairs.

Investigate, Report writing and follow-up

  • Observe and report via in person and over Closed-Circuit Television (CCTV).
  • Conduct authorized investigations, collect information/evidence, and write reports regarding complaints, accidents, incidents and any possible criminal or policy violation activity.
  • Administer first aid, CPR, Naloxone or an AED.
  • Coordinate and collaborate with other college departments such as Title IX, HR, Student Conduct, etc.
  • Communicate with other Administrative Services staff via online, phone, or two-way radio.
  • Submit work orders, cordon off hazards, respond to alarms.
  • Maintain a daily activity report.

Motor Assist, Traffic Control, Parking Enforcement, and Training

  • Vehicle battery jump start.
  • Vehicle unlock service.
  • Traffic control.
  • Write parking citations.
  • Participate and complete college and department assigned training.
  • Appear in court, if required.

Other

  • Perform other duties as assigned.
Minimum Qualifications
  • High school graduation or equivalent.
  • One (1) year working experience as police, security, service in the armed forces, or 45 credits of college-level education in police science or allied field.
  • Demonstrated ability to maintain and uphold confidentiality.
  • Demonstrated ability to maintain integrity and honesty.
  • Demonstrated ability to contribute to an environment that embraces diversity, equity, inclusion, and civility.
  • Demonstrated ability to provide customer service to students, staff and faculty of various ages and backgrounds.
  • Demonstrated ability to gather information from multiple sources and generate comprehensive incident reports.
  • Demonstrated ability to present and communicate in a positive, professional and respectful manner.
  • Demonstrated ability to take direction, receive feedback, adjust, and follow department chain of command.
  • Possess a valid driver's license and maintain a good driving record.
  • Proficient with security/police incident technology including radios, computers, web-based applications, access control systems, and CCTV (closed circuit television) systems.
  • Ability to perform tasks requiring bending, stooping, standing, kneeling, walking and running significant distances; restrain and take into custody another person; lift or otherwise move up to the weight of a person; climb stairs. Must be able to perform duties in confined spaces and varying outdoor weather conditions.

Special Requirements/Conditions of Employment

  • Hiring is contingent upon the results of the Washington State Patrol Background Check.
  • Possess a valid driver's license and have a good driving record.
  • Ability to work sitting or standing for 8 or more hours per day.
  • Ability to lift and move 50 pounds.
  • Work is performed indoors and outdoors and requires the ability to respond quickly to various locations throughout the campus by walking, running, and or climbing stairs.
  • Obtain a valid CPR, AED, and First Aid certification.
Preferred Qualifications
  • 90 credits of college-level, trade or vocational education.
  • Two (2) years of work experience as a full-time police officer, police reserve, service in the armed forces or in a campus security capacity.
  • Knowledge or experience with higher education specific areas such as Title IX, FERPA, ADA, Student Conduct, etc.
  • Knowledge of: rules governing access to buildings and grounds; rules of behavior; general safety precautions and fire hazards; Incident Command; customer service skills; methods and procedures for searching for escapees and violators; firefighting equipment and fire prevention methods; first aid; report preparation and writing; verbal communication skills; observation skills; law enforcement basics; investigation procedures; electronic security systems; operate basic firefighting equipment.
Conditions of Employment
