Engineering & Construction Director

Location: 5205 E & C Engineering Pay Grade: A22 FLSA Status: Exempt

Under limited supervision, this position assists the Engineering & Construction Director in managing and overseeing the Engineering & Construction Department, including but not limited to: supervising and managing employees, making recommendations and decisions, managing projects, developing work plans and schedules, etc. Serves as the Engineering & Construction Director in absence of the Engineering & Construction Director.

Essential Job Functions

  • Implements the project management for the design and construction of public projects.
  • Executes design/engineering study professional services contracts except those projects under consideration by the customer/ business units whereby coordination with customers is expected.
  • Provides technical assistance to city staff regarding design, construction contracts, and construction contract management.
  • Confers with consultants, engineers, architects, contractors, and other agencies in planning and implementing improvements or new construction projects.
  • Oversees review of contracts prior to bidding, evaluation of bids received and recommendations of award, supervision of contract management, review and approval of shop drawings and other submittals; inspects work for compliance with specifications; checks and controls project budget; accepts final project from contract.
  • Ensures application of City, State, and Federal permits for construction of infrastructure; facilitates operational permits for infrastructure projects.
  • Attends public meetings to provide information to the public.
  • Provides public information on public works engineering design, construction, and maintenance programs and projects by preparing press releases and giving speeches.
  • Plans and coordinates staff and administers all daily activities and personnel of the Engineering, Stormwater & Construction Divisions in accordance with all applicable laws, rules, regulations and direction from City government.
  • Plans and organizes activities in the areas of responsibility and anticipates their impact on city government and the general public.
  • Supervises the activities of three division managers (Engineering, Stormwater & Construction); supervises, evaluates, and disciplines personnel.
  • Assists in the preparation and monitoring of the annual budget.
  • Implements decisions and determinations as directed by the Director of Engineering/Construction.
  • Assists in the formulation of long- and short-range plans for the department; coordinates with other departments on the work, planning, design, and construction of public infrastructure.
  • Researches, reviews, analyzes, recommends, and implements special projects.
  • Prepares reports; writes memoranda and correspondence.
  • Determines applicable codes, regulations, and requirements for assigned projects.
  • Performs the duties of the Engineering & Construction Director in his/her absence.
  • Performs other duties as assigned.

Minimum Education and Experience

Requires a Bachelor's Degree in civil engineering, public works engineering or a closely related engineering field, supplemented by 5-7 years of progressively responsible management and supervisory experience in multiple public works divisions; or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. Possession of or ability to readily obtain a valid Driver's License issued by the State of Oklahoma for the type of vehicle or equipment operated. Registration as a Professional Engineer in the State of Oklahoma, or ability to acquire such certification within one year of employment at City expense. Registration as a Certified Floodplain Manager (CFM) is preferred.

  • Knowledge of engineering and construction practices and procedures.
  • Knowledge of principles and practices of civil engineering with concentration on engineering design construction, and maintenance of public and/or private infrastructure.
  • Knowledge of principles and practices of effective administration and supervision.
  • Knowledge of modern office practices and procedures.
  • Skill in the use of computers and various software programs.
  • Skill in the training and supervision of personnel.
  • Skill in planning, assigning, delegating, and directing work of administrative and supervisory personnel.
  • Skill in developing long-term plans and programs and in evaluating work accomplishments.
  • Skill in working effectively with elected officials, department directors, representatives of other agencies, city employees, and the general public.
  • Skill in effective oral and written communication.
  • Ability to operate small office equipment, including copy machines or multi-line telephone systems.
  • Ability to operate computers for data entry, word processing and/or accounting purposes.
  • Ability to operate highly technical computer applications, such as GIS or CAD.
  • Ability to supervise employees developing, installing, or repairing technology systems.
  • Ability to create and guide implementation of capital improvement plans or programs.
  • Ability to create plans for and guide implementation of major construction projects.

Benefits

2026 COBA Benefit Guide This document is intended to give an overview of benefits offered to full-time, non-union City employees. Benefit coverage begins on the first of the month following 30 days of employment

Retirement

  • The City offers a 401(a) defined contribution retirement plan through the Oklahoma Municipal Retirement Fund (OMRF). The City contributes 10% of the employees' earnings into the plan. Employees become 20% vested after three years and vesting increases 20% for each additional year of service until 100% vesting is achieved at seven years. Employees may elect to contribute an additional amount.
  • The City also offers access to a 457 retirement plan, both traditional and Roth, through Mission Square retirement.

Preferred Providers

Through our preferred providers, the City is pleased to offer anyone on the health plan access to medical services at no additional cost.

  • Clinic : Anyone on the City's medical plan can access the Remedy Health clinics, including their on-site pharmacies, labs and imaging services at no cost.
  • ZERO Card: Zero offers a wide range of services that may be ordered by your doctor, including labs, imaging, colonoscopies, orthopedic surgery, sleep studies, physical therapy and more- all at no cost to the employee.

Paid Leave

  • Vacation: One week of vacation is available after six months of employment. Thereafter, vacation is accrued monthly according to year of service.

Procedure:

Vacation leave cannot exceed the actual accrued number of hours earned by the employee. Holidays and other non-scheduled workdays shall not be computed in vacation leave expenditure. Each department establishes its own vacation scheduling procedures. Vacation cannot be used as the last day of employment.

  • Holidays : Twelve paid holidays, plus one floating holiday each year.
  • Sick : Eight hours per month up to maximum of 1,040 hours (130 working days).

Other City-paid benefits

  • Life Insurance & Long-Term Disability - The City pays the entire premium for a term life insurance policy, as well as a long-term disability benefit that replaces part of your salary if you become unable to work for several months. The life insurance is equal to the employee's annual salary.
