The Position

This recruitment is being conducted to fill one (1) regular, limited-term vacancy which may be filled at the Staff Services Analyst I or Staff Services Analyst II level, depending on qualifications, for the Napa County Airport, a division of the Public Works Department. This is a limited-term position that will not exceed June 30, 2028. About the Position:

Staff Services Analyst I Pay Range: $45.60/hour (Step 1) - $54.39/hour (Step 5)

Staff Services Analyst II Pay Range: $50.10/hour (Step 1) - $59.69/hour (Step 5)

The Napa County Airport (APC) is an active general aviation airport in the southern area of Napa County. Situated in this world-class wine-growing region and home to renowned wineries, top-ranked restaurants, luxurious spas, and pristine golf links, the Napa Valley is a growing destination for tourism and the sublime wine-loving lifestyle. The Napa County Airport is operated through an enterprise fund, fulfilling its obligations and responsibilities through fees and rents on airport users and not local taxpayers. Hosting two Fixed Base Operators (FBOs) and embarking on significant development projects, the airport is committed to grow into its full potential as the "Skyport to Wine Country". Within the Department of Public Works, it is dedicated to sustaining health, safety, quality of life, and protection of natural resources by providing and maintaining public facilities and services in partnership with the community and other public agencies for current and future residents, workers, animals, and visitors of Napa County. The ideal candidate for the Airport Staff Services Analyst is inspired and motivated to work in a thriving aviation-focused enterprise. Among other responsibilities, this position will support our adoption of a new system for customer invoicing, payments, and collection, and will help create a durable community feedback reporting system for airport noise and overflight concerns. Performing both individually and as part of a team, the individual will be detail-oriented and able to deftly maneuver through procedures, delve into financial details, create charts and graphs, develop forward-thinking budgets, prepare agenda items, edit documents, and reconcile budget reports. The individual will also have a friendly disposition and welcome regular interaction with representatives of vendor and tenant companies along with the resident airport pilot community.

Position Requirements: Education & Experience: Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

  • Experience for Staff Services Analyst I: No related experience is required.
  • Experience for Staff Services Analyst II: One year of experience performing administrative management, personnel, fiscal, budgetary, staff development, or data processing analysis work, including the preparation of recommendations and reports, or one year of experience as a Staff Services Analyst I.
  • Education: Equivalent to graduation from college with major course work in business administration, public administration, systems analysis, accounting, or related field. (Responsible supervisory or higher level experience performing a variety of difficult analytical work, which includes the independent research, analysis, and preparation of reports, in any of the following areas: administrative, management, personnel, fiscal, budgetary, or data processing may be substituted for the required education on a year-for-year basis.)

License or Certificate: Possession of a valid California Driver's License. Any license, certification, or registration required for this position shall be maintained (i.e. active and in good standing) at all times during employment with Napa County. For continued employment with Napa County, you must maintain such license, certification, or registration to meet the minimum qualifications of this position.
