Job Description
Torch Technologies is seeking a Software Engineer (Senior) to join a team to support the development and sustainment of systems assigned to the Air Force Human Resources Systems Division (AF HRSD).
The AF HRSD is headquartered at Randolph AFB (San Antonio, TX area). The person that fills this position will apply their systems engineering expertise to the HR Systems Web applications and its subsystems.
This role will require experience with technical planning, acquisition, and sustainment of Personnel and Payroll Web Applications.
This position supports the AFLCMC / GB Business and Enterprise Systems Directorate (BES) / GBH Human Resources Systems Division
Situational telework is authorized in the local area. Full remote work will be considered on a case-by-case basis.
Responsibilities :
This position requires a highly motivated individual. This individual will perform work that applies a broad theoretical and practical knowledge of Agile-based software engineering with responsibilities such as, but not limited to :
- Preparing / creating, reviewing, and analyzing all types of documentation for : Planning, Requirements, Design, Coding, Support, and Test;
- Source code, configuration files and engineering resolution support;
- Determining operational feasibility by evaluating analysis, problem definition, requirements, solution development, and proposed solutions;
- Demonstrating solutions by developing documentation, flowcharts, layouts, diagrams, charts, and code comments;
- Determining and designing system specifications, and standards, and programming / coding and installing solutions;
- Improving operations by conducting systems and process analysis plus recommending changes in policies and procedures;
- Advising (licensed) software procurements by researching, analyzing, comparing, and documenting results of vendors and products, which may include installation, configuration and testing (of products);
- Providing information and recommendations by collecting, analyzing, and summarizing development and service related issues;
- Accomplishing engineering and organization mission by completing related results as needed;
- Developing software solutions by studying requirements / user stories, user / system / data needs, conferring with users, studying systems flow, data usage, and work processes, investigating problem areas, and following an Agile software development lifecycle;
- Evaluating software technologies such as containerization and the use of Kubernetes, infrastructure as code, configuration as code, micro services, standard application program interfaces (API), continuous integration / continuous delivery (CI / CD), and maximizing the automation of the software development lifecycle (SDLC); and / or,
- Ensuring the rigorous application of information security / cybersecurity policies, principles, and practices to the delivery of application software services.
Job Requirements
Required Qualifications :
Education Master’s or Doctorate Degree in a related field and 10 years of experience in the respective technical / professional discipline being performed, 5 years of which must be in the DoD.
OR, OR, bachelor’s degree in a related field and 12 years of experience in the respective technical / professional discipline being performed, 5 of which must be in the DoD.
OR, 15 years of directly related experience with proper certifications as described in the PWS labor category performance requirements, 8 of which must be in the DoD.
Desired Work Experience Unix, .NET, Java, Java, JavaScript, etc. Experience with the implementation of new IT / Business System technologies to include but not limited to Cloud Infrastructure and Enterprise Resource and Planning (ERP) systems.
Experience incorporating new technology into legacy applications / systems is highly desired. Technical / Analytical skills in systems / software engineering and support to full acquisition life cycle, from pre-award to post-award, development, testing, and fielding.
Experience as an Air Force Personnel Systems Management (PSM) Experience in Air Force Program system engineering policies, procedures, and practices.
Extensive knowledge and proficiency with the Risk Management Framework (RMF) Expert knowledge and proficiency with Cybersecurity best practices Expert knowledge and understanding of Federal and DoD Cybersecurity regulations and policies Oracle RDBMS Products experience highly desired especially Oracle Single Sign On (SSO) and Oracle Business intelligence Enterprise Edition (OBIEE (OAS-Oracle Analytics server as replacement) Experience with Agile methodologies and knowledge of Agile tools (JIRA, Confluence, BitBucket) highly desired.
MS Office Applications MS Visio, MS Excel, MS Word, MS Outlook.
- Certifications Highly Desired - IAT / IAM level II certification (Minimum of Security+; equivalent or higher certification).
- Security Clearance Ability to obtain and maintain a DoD Secret Security Clearance.
- U.S. Citizenship required.

- Oracle HCM Cloud Certification (Highly desired)
- Oracle Cloud Infrastructure Certification (Highly desired)
- AWS Cloud Solutions Architect Professional Certification (or equivalent Cloud related certification)
