LEAD PAYROLL ANALYST
The Payroll Analyst Lead will ensure payroll is processed accurately and on time for multiple affiliates, remittances to Retirement plans and federal and state tax programs.
Assist with the biweekly processing of pay, and monthly and annual responsibilities associated with a cyclical, end-to-end payroll process.
Apply strong understanding of 16+ state jurisdiction’s Tax and labor regulations and legislation. Interprets and performs complex payroll and information system administration with minimal guidance.
Handles many complex issues and prepares many complex reports as needed. Understands tax legislation and performs reconciliation and remittance to the proper federal and state authorities.
Follow payroll information through the GL and process journal entries as necessary. Develop, design process and resolve problems within the payroll and / or HR administration and lead implementation of the changes or enhancements with a general level guidance.
Takes an active role in testing of system changes and provides some guidance to lower levels. Understand the components of cyclical payroll process and leads the work associated.
Will orient, train or audit work of other payroll analysts.
PRIMARY DUTIES AND RESPONSIBILITIES
1. Performs duties of the Payroll Analyst III duties.
2. Leads communication with IT analysts to troubleshoot systems; uses understanding of system setup, interdependencies of data flow to track down problems.
Leads communication with IT analysts and technical resources to design, develop, test and implement resolutions, maintains system setups, enhancements, and configuration to meet changing policy and legislative requirements.
3. Prepares comparable financial reports; the preparation of annual payroll budgets for tax and vacation liability; the preparation of financial forecasts;
and support the preparation of the TECO Energy Business Plan. Responsible for maintaining the documentation on the payroll / labor distribution process and other special processes.
4. Leads and supports various payroll projects initiatives that require cross department coordination efforts within strict deadlines.
5. Leads the processes associated with recurring annual payroll events W2s, STIP, etc.
QUALIFICATIONS
Education
Required : High School Diploma or equivalent
Licenses / Certifications
Required : CPP (Certified Payroll Professional), or willingness to obtain certification within 1 year.
Experience
Required : 7 years in payroll or related experience. Strong working knowledge of SAP Payroll Module. Working knowledge of payroll best practices and federal and state regulations.
Working knowledge of payroll tax filing requirements.
Preferred : Managing Payroll year-end activities and processes. Working knowledge of payroll tax filing requirements. Regulated utility plant accounting or regulated utility operations experience.
Knowledge / Skills / Abilities (KSA)
Required : Knowledge of payroll tax filings, payroll year end activities. Extensive knowledge of systems methodology and analysis techniques to design computer applications / programs and understand terminology to develop solutions, enhancements, while applying rules and regulations based on business need / requirements.
Must be proficient in Microsoft applications.
Preferred : Payroll / HR system coordination or Project management experience.

WORKING CONDITIONS
May be require to work after hours, holidays, and / or weekends, particularly during Monday and Tuesday of payroll processing weeks (biweekly) and year-end timeframes.
